Job summary

Bart & Associates, Inc. seeks a Technical Business Analyst to support a federal government client in modernizing HR systems and enterprise applications. You will translate complex requirements into technical solutions, lead data analysis, and drive Agile delivery across teams.

The role collaborates with HR personnel, product owners, developers, and project leadership to ensure accurate specifications, robust testing, and successful implementation of critical HR technology and processes.

Responsibilities

  • Elicit, analyze, document, and validate requirements for enterprise applications.
  • Translate business needs into technical specifications, workflows, user stories, and acceptance criteria.
  • Create and maintain BRDs, FRS, User Stories, Epics, Use Cases, and RTMs.
  • Conduct gap analyses and support solution design activities.
  • Partner with Java teams to clarify requirements and support API/integration efforts.
  • Participate in Agile ceremonies including Sprint Planning, Backlog Refinement, Standups, Reviews, and Retrospectives.
  • Manage requirements artifacts using Jira and Confluence.

Job Summary

B&A is seeking a Technical Business Analyst to support a federal government client in the implementation, modernization, integration, and optimization of enterprise Human Capital Management (HCM), HR technology, and business process solutions.

This role serves as the primary liaison between business stakeholders, Human Resources personnel, product owners, software developers, system administrators, and project leadership to translate complex business requirements into technical solutions. The successful candidate will lead requirements management, business process reengineering, data analysis, system testing, workflow automation, and Agile delivery initiatives supporting mission-critical HR systems.

Responsibilities
  • Elicit, analyze, document, and validate business, functional, and technical requirements for enterprise applications.
  • Translate business needs into detailed technical specifications, process workflows, user stories, and acceptance criteria.
  • Create and maintain:
  • Business Requirements Documents (BRDs)
  • Functional Requirements Specifications (FRS)
  • User Stories and Epics
  • Use Cases
  • Process and Data Flow Diagrams
  • Requirements Traceability Matrices (RTMs)
  • Conduct gap analyses and support solution design activities.
  • Partner directly with Java development teams to define and clarify business and technical requirements.
  • Support applications developed using:
  • Java/J2EE
  • Spring Boot
  • Spring MVC
  • Hibernate/JPA
  • RESTful Web Services
  • Microservices Architecture
  • Participate in technical design reviews and architecture discussions.
  • Analyze application workflows, business rules, APIs, and system integrations.
  • Collaborate with developers to identify technical solutions that align with mission requirements.
  • Review and refine technical user stories to ensure readiness for development.
  • Document and analyze system-to-system integration requirements.
  • Support API design discussions involving REST and SOAP services.
  • Work with development teams to define interface specifications, data mappings, and integration requirements.
  • Assist in validating integrations between enterprise systems and external platforms.
  • Support data exchange and interoperability requirements.
  • Perform SQL querying and data validation activities.
  • Analyze application data models, business rules, and database relationships.
  • Support database testing and data reconciliation efforts.
  • Validate application functionality through back-end database analysis.
  • Work with developers and DBAs to troubleshoot data-related issues.
  • Participate in Agile/Scrum ceremonies including:
  • Sprint Planning
  • Backlog Refinement
  • Daily Standups
  • Sprint Reviews
  • Retrospectives
  • Manage requirements and project artifacts using Jira and Confluence.
  • Work closely with Product Owners to prioritize development backlogs.
  • Support release planning and feature prioritization activities.
Education and Experience
  • Bachelor's degree in Business Administration, Information Systems, Computer Science, or a related field.
  • 3+ years of experience as a Business Analyst, Project Analyst, or related role.
Required Skills

  • CBAP, CCBA, PMI-PBA, Scrum Master, or Agile certifications.
