Job summary

Intrepid, an SPA Company, is seeking a Program Manager to support the Financial Management & Business Analysis Portfolio for DoD/Federal customers in the Virginia/NoVa area. Candidates must clarify acquisition definitions, manage cost, schedule and risk, and coordinate with Government leadership weekly.

Ideal candidates hold a Master’s degree with extensive federal experience, have program management experience in military environments, and maintain an active DoD Secret Clearance.

Qualifications

  • Master’s degree with 20+ years of military/federal government experience.
  • Experience supporting senior government civilian (SES) and military leaders (O-6+) in technical, management, and business development roles.
  • Experience leading people - training, mentoring and development.
  • Experience delivering superior quality services in a government context.
  • Program Management experience in military or federal government environment.
  • Strategic planning ability with at least 1-year horizon.
  • Residence in the NCR with weekly commute to Pentagon or other government facility.
  • Active DoD Secret Clearance (or higher) and ability to maintain it.

  • Assist leadership in understanding, establishing and analyzing system definitions and designs.
  • Monitor scope, schedule and budget; ensure documentation meets standards.

Our Financial Management & Business Analysis Portfolio supports the U.S. Army Space and Missile Defense Command (USASMDC); the Office of the Assistant Secretary of the Army (ASA) Financial Management and Comptroller (FM&C); the U.S. Army Financial Management Command (USAFMCOM); the Defense Health Agency (DHA); and many other DoD customers. We ensure the Army FM systems and processes are modernized and integrated to provide a complete range of financial and cost information needed for the Army to conduct business transactions, provide accountability to the public, and to support performance reporting and decision making. We provide effective functional systems support, user technical support, training support, and governance support of the Army’s modernized and deployed FM domain ERP systems (GFEBS / GFEBS-SA / GCSS-A (Finance)), ensuring technological capabilities maturation and evolution aligns with Army and FM domain goals and objectives.

SPA has an immediate need for a Program Manager to support the Financial Management & Business Analysis Portfolio.

Responsibilities

The Program Manager will report directly to the Portfolio Lead and works closely with client Program Managers and Team Leads and/or Operations Managers in the day-to-day management of Acquisition programs and special projects. They will assist Government leadership in the understanding, establishment and analysis of existing and future systems definitions and designs based on projected threats and rapid development of new technologies; assist the Portfolio Manager and Technical Project Managers in monitoring the program and projects to ensure work scope, schedule, and budget are well defined and maintained; apply knowledge of the acquisition process to support customers in the analysis and improvement of acquisition process policy and procedures; and, apply knowledge of the appropriate government acquisition process (for example, JCIDS and DoD 5000 series instructions, and other guidance from the relevant government agency customer). They will participate in cost, schedule, performance, variance and risk analysis; define, generate reviews and ensure documentation is accurate, complete, and meets editorial and government specifications and adheres to government standards; and, use quantitative analytical techniques to assess system acquisition process issues and develop risk reduction and mitigation approaches for improving acquisition and program planning, control, and execution. Must be able to travel and support trade shows, conferences, and customer engagements.

  • Master’s degree with 20+ years of experience, including experience in military and/or federal government service
  • Experience supporti ng senior government civilian (SES) and military leaders (O-6 and above) in technical, management, and business development roles
  • Experience leading people - training, mentoring and development
  • Experience with leading delivery of superior quality services
  • Program Management experience managing various services programs within a military or federal government environment
  • Demonstrated ability to perform strategic planning with a minimum of 1-year planning horizon
  • Live within the NCR and have the ability to commute into the Pentago n or other government facility in the area on a weekly basis
  • Active DoD Secret Clearance (or higher) and the ability to maintain it throughout employment
Desired Qualifications
  • Retired United States Military Finance & Comptroller Officer
  • SDFM CDFM-A certification
  • Able to effectively manage time across a diverse set of portfolio/group priorities.
  • Ability to engage with all management levels within SPA, customer, and government organizations
Pay Range Information
