Job description

To perform this position successfully, an individual must be able to perform each essential function of the position satisfactorily. Incumbent serves as Building Inspector for the Building Department, responsible for enforcing building code in accordance with federal, state, and local laws and assisting in administering department operations.

DUTIES:
  1. Performs on-site inspection of new construction, including researching/maintaining knowledge of applicable code and applying said knowledge to inspections of foundation, framing, electrical, plumbing, and HVAC systems.
  2. Perform construction inspections on new and existing residential and commercial structures.
  3. Perform electrical safety checks on storm damaged systems.
  4. Coordinate with electric utility providers for installation and/or removal of electrical services.
  5. Coordinate with development site supervisors concerning ongoing construction.
  6. Review and answer emails and phone calls requesting inspections.
  7. Answer questions from customers about applicable building codes and/or property maintenance codes and common property nuisances.
  8. Assist the Code Enforcement with inspections and administrative duties, including:
    1. Perform site inspections for property maintenance code violations within Owen County's jurisdiction; respond, review, and make a determination of property maintenance code violations.
    2. Ensure code enforcement for state and local ordinances, resolutions, codes; enforce zoning ordinances.
  9. Monitors County vehicle condition and recommends maintenance.
  10. (Assists with administrative/office duties as required.)
  11. Performs related duties as assigned.
JOB REQUIREMENTS:
  1. High School Diploma or GED. Must be at least 21 years of age.
  2. Ability to meet all hiring requirements including passage of a drug test and criminal background check.
  3. Working knowledge of framing, electrical, plumbing, and HVAC building code with an ability to apply in inspections of new construction.
  4. Ability to understand and carry out written or oral instructions and present findings in oral or written form.
  5. Ability to plan assigned work projects and apply knowledge of people and locations.
  6. Ability to perform simple arithmetic operations such as addition and/or subtraction, analyze/evaluate/investigate data, and make data-driven decisions.
  7. Ability to read and interpret detailed prints, specifications and maps.
  8. Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
  9. Ability to operate standard office equipment such as computer, calculator, vehicle and other equipment as needed.
  10. Ability to operate hand and/or power tools such as electrical tester, steel/rebar locator, and other tools as required.
  11. Ability to effectively communicate orally and in writing with co-workers, other County departments, property owners/developers, contractors, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
  12. Ability to work alone with minimum supervision, often under time pressure. Ability to testify in legal proceedings.
  13. Possession of a valid driver's license and demonstrated safe driving record.
  14. Ability to occasionally work extended hours, weekends, and evenings, and respond to emergencies on a 24-hour basis.
DIFFICULTY OF WORK:

Incumbent exercises discretion and independent judgment in modifying rules, instructions, and guidelines in selecting appropriate approach or adapting unclear guidelines to address specific situations. Numerous duties are performed that are not directly related to one another.

RESPONSIBILITY:

Incumbent is responsible for proper completion of assigned tasks where desired results are clearly indicated. Incumbent exercises independent judgment in a variety of situations and circumstances, using Departmental policies for guidance. Unusual problems or situations are discussed with the supervisor, and work product is periodically reviewed for compliance with legal requirements, department policy, precedent, and soundness of judgment.

PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other County departments, property owners/developers, contractors, and the public for purposes of giving and receiving information and rendering services. Reports directly to the Building Administrator.

PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment, a vehicle, outdoors, and at construction sites, involving sitting/walking at will, sitting/standing/walking for long periods, walking on uneven terrain, lifting objects under 25 pounds, climbing ladders, crouching/kneeling/bending/reaching, driving, color perception, speaking clearly, hearing sounds, communication, and has exposure to extreme weather conditions, wet/icy surroundings, noisy construction environments, and hostile/irate individuals. Incumbent occasionally works extended hours, weekends, and evenings, and responds to emergencies on a 24-hour basis.

OTHER:

The Building Inspector is an appointed position of the County Commissioners. Specific job duties and job requirements are established at the discretion of the County Commissioners. A person appointed to the Building Inspector position serves at the pleasure of the County Commissioners, works exclusively for the County Commissioners, and may be terminated by the County Commissioners at any time.
