Description

Performs highly skilled, technical and complex inspection work on residential, commercial, and industrial construction projects at various stages of development to ensure compliance with adopted building codes, municipal codes, zoning regulations, and applicable ordinances, policies, and standards. The work is performed under direct supervision of the Assistant Building Official/Chief Plans Examiner, and the general direction and supervision of the Building Official; however, considerable leeway is granted for the exercise of independent judgment and initiative. The principal duties of this class are performed in an outdoor environment that may involve adverse weather conditions and in a general office environment.

The Building II Inspector position is the second level in the Building Inspector series and is distinguished by assignments that require the application of advanced technical knowledge in two or more building code disciplines and related zoning regulations, as well as a thorough understanding of city inspection procedures and policies. Incumbents are expected to independently perform complex inspections, interpret, and apply codes and regulations, and resolve customer service and public relations issues with minimal supervision. Advancement to this classification may occur through noncompetitive criteria-based promotion process upon successful demonstration of required performance standards and attainment of the prescribed experience, certifications, and qualifications.

Responsibilities
  • Serves as a technical resource and mentor to Building Inspector I staff, providing guidance on code interpretation, inspection practices, and related technical matters; and assists other department staff.
  • Conducts routine to complex inspections of residential construction for compliance with building, electrical, plumbing, mechanical, energy, and zoning codes.
  • Conducts routine to complex inspections of commercial and industrial construction projects for compliance with building, energy, accessibility, and zoning codes.
  • May perform electrical, plumbing, and mechanical inspections when the appropriate certifications are obtained and maintained.
  • Interprets plans for code compliance with applicable codes.
  • Investigates complaints regarding defective, unauthorized or unsafe building use, construction, or modifications to approved building plans; determines appropriate action; and follows through for compliance.
  • Uses graphic instructions such as blueprints, schematic drawings, layouts, building plans, or technical data and drawings to ensure construction complies with approved documents and related zoning case files.
  • Posts corrections on code violations at installation sites.
  • Checks applicable permits to assure that submittals are complete.
  • Schedules inspections to provide the most efficient and productive methods.
  • Coordinates inspection activities with other city departments and public agencies.
  • Issues orders for illegal construction activities to be stopped until compliance is met.
  • Analyzes building conditions, construction, and code violations to make recommendations in a written report format to management regarding status and the findings of investigation and requirements to resolve problems.
  • Reviews and inspects completed installations to ensure conformance to codes, standards for workmanship, use of proper materials, and installation and construction methods.
  • Confers with supervisor on difficult enforcement problems.
  • Responds to questions and provides explanations to contractors, property owners, and the general public on code compliance and permit issues in a courteous and timely manner.
  • Researches building permits, inspection records, and zoning files.
  • Enters inspection results and maintains records of permit, inspections, and related activities.
  • Consistently keeps supervisor and relevant team members informed about work progress, current and potential issues, and proactively suggests new or improved solutions to address challenges.
  • Attends approved meetings, conferences, workshops, training sessions, and remains current on the principles, practices, and developments in assigned work areas.
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Respects the opinions of others and maintains a positive and professional working relationship with colleagues, supervisors, and stakeholders.
  • Adapts to changes in work assignments and methods promptly and efficiently.
  • Performs other related duties as assigned.
Minimum Qualifications

Education, Training, and Experience Required:

  • Graduation from High School or GED.
  • An equivalent of three (3) years training, education, or work experience in building inspection, or residential, commercial, or industrial construction trade work.
  • Minimum of two (2) years experience in commercial or industrial construction trade work.

Licenses, Certifications, and Other Requirements:

  • Possession of a current and valid Idaho State driver’s license.
  • Possession of an I.C.C. B1 Residential Building Inspector Certificate.
  • Possession of an I.C.C. B2 Commercial Building Inspector Certificate.
  • Must obtain an I.C.C. Accessibility Inspector/Plans Examiner Certificate within one (1) year of hire.
  • Successful completion of a pre-employment background check, physical, and drug test to include prescription medications.
