This position is responsible for on-site inspections of buildings for the primary purpose of ensuring that foundation and structural work meet standards of the State and County code. Position also performs electrical, plumbing and mechanical inspections as needed. Contacts are with department co-workers and other county employees whose work is impacted by inspections. Contacts include developers, contractors, subcontractors and homeowners and are typically for clarification of codes and ordinances, providing information regarding non-compliance with these regulations, and exchanging information with other governmental agencies and departments.

The Building Inspections Manager assigns work in terms of general instructions which require the employee to use judgment in scheduling work, selection of appropriate guidelines, and determination of specific code violations. Supervisor provides direction only when a specific problem arises. Successful performance in this position assures that standards of safety are met in the relevant aspects of construction in the county. Performance impacts work of other county functions such as issuance of business licenses.

Some of the work is performed sitting at a desk with intermittent standing and stooping. Much time is spent sitting in a vehicle in transit to inspection sites. Work is typically performed outdoors on construction sites where the employee is required to bend, crouch or climb ladders and is exposed to dust, dirt, construction machinery, noise and cold or inclement weather.

Knowledge and level of competency commonly associated with completion of specialized training in the field of work, typically associated with a high school education.

Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having a similar position for one (1) to three (3) years.

Possession of or ability to readily obtain a valid driver's license of the class of vehicle or equipment operated.

No ICC certification required. Ability to obtain IRC certification within one year from date of hire is required.

ESSENTIAL DUTIES

  • Performs on-site building inspections for foundation and structural code compliance; also performs plumbing, mechanical, electrical, framing inspections and fire prevention code.
  • Notifies contractors, subcontractors, and homeowners of code violations and discusses remedies for deficiencies.
  • Answers telephone inquiries from builders and contractors and schedules inspections for each work day.
  • Completes all paper work associated with the inspection process including a daily report of status of inspections and inputs data into the computer.
  • Performs other related duties as assigned by your supervisor.

KNOWLEDGE, SKILLS AND ABILITIES

  • Job requires being pleasant with others on the job and displaying a good-natured, cooperative attitude.
  • Knowledge of relevant county codes, construction or trade codes, zoning ordinances, and subdivision covenants.
  • Knowledge of construction techniques and contracting procedures.
  • Knowledge of county geography including subdivisions, road and street names.
  • Skill in reviewing plans, technical specifications and map reading.
  • Skill in operating an automobile/pick-up truck and a two-way radio.
  • Skill in the use of measuring instruments as are required.
  • Skill in oral and written communications.
  • Skill in the use of a calculator/computer.

DESIRABLE TRAINING AND EXPERIENCE

Knowledge and level of competency commonly associated with completion of specialized training in the field of work, typically associated with a high school education.

Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having a similar position for one (1) to three (3) years.

Guidelines are relevant county codes, the County Zoning Ordinance, subdivision regulations the International Building Code, mechanical, plumbing and electrical codes, and other state, federal, and national association regulations. Guidelines are clear and specific but require interpretation as to which apply in a particular case.

Possession of or ability to readily obtain a valid driver's license of the class of vehicle or equipment operated.

No ICC certification required. Ability to obtain IRC certification within one year from date of hire is required.

A combination of education and/or work experience may be substituted for minimum requirements.
