Reports to the Development Services Director
EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Important responsibilities and duties include, but are not limited to, the following:
Important responsibilities and duties may include, but are not limited to, the following:
- Enforces City codes including those pertaining to building, fire, floodplain management, storm water management, subdivisions, and zoning.
- Issues, reviews, and approves applications; reviews plans and plats; and issues building permits.
- Oversee operations of the Building Inspection Department.
- Performs inspections for new businesses within the city.
- Maintains work records and prepares and oversees budgets for the aforementioned departments.
- Oversees all City building projects and maintenance of City buildings.
- Inspects all aspects of all projects in cooperation with the City staff to which City permits were issued including footings, foundations, concrete slabs, crawl spaces, in-ground plumbing, framing, open wall, electrical, h/v/ac, plumbing, and final inspections.
- Prepares and updates building codes for adoption; ensures that codes are updated every 3-5 years; and that they meet ISO standards.
- Maintains inspection reports documenting code compliances or violations detailing deficiency of work and necessary improvements; prepares correspondence to homeowners, contractors, and others in violation of codes; conducts follow-up inspections; maintains files and reports regarding inspection activities.
- Provides staff support and technical advice/ recommendations to the City Council as well as the Planning and Zoning, Traffic and Historical Commissions.
- Answers questions and provides information to the public including contractors, developers, architects, and homeowners regarding construction practices, applicable codes, ordinances, and related issues.
- Assists City Manager and other department heads as necessary.
- Participates in Departmental Plan Review Committee.
- Assists City Planner on projects involving zoning issues; gathers information for grant applications
- Assists with matters pertaining to subdivision guidelines and/or water supply issues.
- Issues water meters.
- Performs other duties as assigned.
Knowledge of:
- Building, plumbing, electrical, and mechanical codes, and ordinances enforced by the City.
- Materials used in construction and appropriate application techniques.
- Building construction practices, procedures, methods, and materials.
- Principles and techniques of building inspection work.
- Accepted safety standards and methods of building construction for commercial, industrial, and residential buildings.
- A basic practice of municipal law as it applies to building inspections.
- Principles of structural design and engineering.
- The application process for building permits.
- Office procedures, methods, and equipment.
- Pertinent federal, state, and local laws, codes, and regulations including building, electrical, plumbing, and mechanical codes.
- City zoning and subdivision laws and regulations.
- General knowledge of development laws and regulations.
Ability to:
- Apply technical knowledge and follow proper inspection techniques to examine workmanship, methods, and materials of construction.
- Detect deviations from plans, regulations, and standard construction practices.
- Determine if construction systems conform to City Code requirements.
- Interpret and apply pertinent federal, state, and local laws, codes, and regulations.
- Enforce necessary regulations equally with firmness and tact.
- Understand and follow oral and written instructions.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Follow all safety rules and regulations of the department.
- Operating assigned equipment.

- Must have a valid Driver’s License.
- Will be subject to background investigation and physical.
- Must successfully complete pre-employment substance abuse testing.
- Will be subject to random substance abuse testing.
Education and/or Experience
- Required: High school diploma or equivalent required. Three or more years of related experience and/or training or an equivalent combination of education and experience. Advanced coursework or training in construction, engineering, or a related field.
- Preferred: Four or more years of related experience and/or training; a Certified Electrician, or a bachelor’s degree from a college or university; or an equivalent combination of education and experience. Degree in construction, engineering or other related field. Certifications in International Code Council mechanical, plumbing, electrical, residential and commercial, residential plans examination.
Language Skills
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
Reasoning Ability
- Ability to apply common sense understanding to carry out detailed and involved written or oral instructions.
- Coordinate multiple and complex goals simultaneously.
- Make decisions on procedural and technical levels involving work of all subordinates.
- Demonstrate excellent work ethic and integrity.
Physical Demands
The ability to bend, stoop, kneel, and reach when completing tasks at ground level and overhead. Employees must possess the ability to lift, carry, push, and pull materials and objects of various weight, with the use of proper equipment.
This position works in both an indoor office setting and outdoor environment.
Training
Participate in additional training related to job as requested by supervisor.
