Public Agency Resources (PARS), a subsidiary of Willdan Group Inc., has an opening for a Full-time ICC-Certified Building Inspector in Venice,CA. The Building Inspector will be responsible for inspecting commercial, residential, and industrial properties during and after construction.

  • Conduct inspections before, during, and after construction to ensure that the building an construction site complies with safety, structural, an building code regulations.
  • Issue violation notices, stop-work orders, and permits for construction.
  • Documents results of inspections.
  • Effectively communicates findings to homeowners and contractors.
  • Coordinates with and assists other field inspectors. Pick up extra inspections as needed.
  • Explains and clarifies code related problems with contractor field personnel.
  • Communicates and upholds standards consistently.
  • Conducts building damage assessment inspections.
  • Invests time in continued education.
  • Provide training and mentoring to current inspectors, coordinate and assist in selection and training of new staff.
  • Follow up on phone calls and compliant issues.
  • Handle customer service issues for walk-ins that need clarification on code-related issues.
  • Serve as a resource for inspectors in the field.
  • Interpret and apply standards and regulations for Building, Electrical, Elevator, Mechanical, and Plumbing.
  • Conduct ride along with field inspectors to provide ongoing supervision and feedback regarding job performance and consistency on field calls.
  • Maintain awareness of new developments in the field of inspections; incorporate new developments a appropriate into programs.
  • Perform other duties and responsibilities as assigned.

Job Requirements / Qualifications

  • International Code Council (ICC) Certification (Commercial and Residential).
  • HVAC and Electrical experience required.
  • HVAC Equipment: Removal and disposal of twenty (20) existing HVAC units and installation of twenty (20) new in-kind replacement units, including all required connections, supports, accessories, controls, condensate drainage, and related appurtenances.
  • Ductwork: Modification of existing ductwork and installation of new ductwork, fittings, transitions, insulation, supports, dampers, and associated components as required to properly connect and serve the replacement HVAC systems.
  • Roofing and Penetrations: Provide new and/or modified roof penetrations as required for ductwork, piping, electrical, controls, or other HVAC-related components. All penetrations shall be properly flashed, sealed, weatherproofed, and coordinated with the existing roofing system to maintain the integrity of the building envelope.
  • Electrical: Disconnect, modify as required, and reconnect the existing electrical power serving the replacement HVAC equipment. Electrical work shall be coordinated with the requirements and electrical characteristics of the new in-kind equipment.
  • Building Automation and Controls: Integrate the replacement HVAC equipment and associated controls with the existing Building Automation System (BAS), where applicable, including required programming, control points, communication interfaces, sequences of operation, and functional verification.
  • Fire Alarm Integration (Design Build): Provide all required fire alarm system interfacing and integration associated with the HVAC replacement, including HVAC shutdown and related life-safety control functions where required by the approved design and applicable codes.
  • Fire Sprinkler Coordination: Provide all necessary fire sprinkler modifications, relocations, and coordination resulting from the new HVAC equipment, ductwork, or associated construction. Any affected portions of the fire sprinkler system shall be restored, tested, and returned to service.
  • Testing, Adjusting, and Balancing (TAB): Perform complete TAB of the new and modified HVAC systems, including verification and adjustment of supply, return, and exhaust air quantities, as applicable, to demonstrate compliance with the approved design criteria and specified system performance.
  • Testing and Commissioning: Perform equipment start-up, controls verification, functional performance testing, TAB, and testing of all HVAC interfaces with the BAS, fire alarm, and other associated systems. All deficiencies identified during testing shall be corrected prior to final acceptance.
  • Closeout: Provide required inspection documentation, TAB reports, testing and commissioning records, equipment start-up documentation, warranties, operation and maintenance manuals, training, and record drawings reflecting the final installed conditions.
  • Minimum of 3 years' experience working with jurisdictions as a Building Inspector.
  • Ability to lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
