Job summary

City of Corvallis is seeking a Buildings and Grounds Supervisor to lead maintenance of City-owned facilities and grounds, directing specialists, technicians, and seasonal staff in preventive maintenance, inspections, repairs, and remodeling. This full-time position schedules 40 hours per week, Monday–Friday 7:00am–3:30pm, is AFSCME-represented, and includes a 12-month probationary period.

Qualifications

  • High school diploma or equivalent plus 5 years journeyman-level experience in building maintenance.
  • Associate degree in supervisory or business management desirable.
  • Limited Maintenance Electrician license within 1 year if electrical maintenance is primary.
  • Mechanical Systems training and HVAC certification desired.
  • Certifications such as First Aid and CPR, OSHA safety requirements, or ability to obtain within probation.
  • Valid Oregon driver’s license.

Job description

Perform maintenance of City-owned facilities and grounds. Responsibilities include directing and leading Buildings and Grounds Maintenance Specialists, Technicians and seasonal maintenance workers in preventative maintenance, inspection, repair, construction and remodeling activities. These tasks are illustrative only and may include other related duties.

Full-Time 40 hours per week

Monday-Friday 7:00am-3:30pm

12-month probationary period

Schedules daily activities for crew members, prepares short-range work plans and assists supervisor with development of long-range work plans. Schedules, prioritizes, and performs preventive and corrective maintenance on City-owned and leased buildings, building systems and major components, and grounds.

Estimates job costs and resource requirements for building and grounds projects. Prepares equipment and material specifications, cost estimates, and purchase orders. Assists with development of specifications and bid documents. Maintains inventory.

Reviews construction plans, monitors and inspects maintenance activities and projects completed by crews, contractors, licensed electricians, plumbers and HVAC technicians. Secures permits and makes field decisions on procedures and methods. Recommends corrective action for crews and contractors to supervisor.

Provides technical assistance related to areas of responsibility to department personnel, other departments, contractors, and outside agencies.

Coordinates office moves, moves furniture and sets up and takes down special furniture arrangements for meeting rooms.

Performs ADA, seismic and building safety checks to ensure compliance with applicable regulations and guidelines.

Assists in the development and implementation of the preventative, corrective, and major maintenance programs and maintenance schedules.

Assists in budget preparation. Monitors expenses. Purchases materials and services in alignment with City procurement process.

Responds to emergency calls regarding public safety and coordinates emergency response activities. Position may include after-hour response, working overtime and on weekends as needed.

Conforms with all safety rules and practices, and perform work is a safe manner. Maintains job-site safety for co-workers and the general public including traffic control and minimization of hazardous conditions. Attends required trainings.

Performs as a member of a team, assisting with development of work group goals and objectives, and contributing to the achievement of goals and objectives.

Assists and directs seasonal employees and other work groups as needed. Performs duties of Buildings and Grounds Maintenance Specialist and Technician as required.

Participates in the process to recruit new crew members. Provides input for performance evaluations.

Complies with all Administrative Policies. Performs work in accordance with Council Policies and Municipal Code sections applicable to the position.

Delivers excellent customer service to diverse audiences. Responds to customer service requests, questions and complaints. Maintains a positive customer service demeanor and deliver service in a respectful and patient manner.

Education and Experience

High school diploma or equivalent and five years journeyman level work experience or training (electrical, plumbing, HVAC, general construction) in the building construction, maintenance, or repair field.

Associate degree in supervisory or business management, or supervisory training and/or experience desirable.

Knowledge, Skills and Abilities

Training and/or working knowledge of electrical, plumbing, HVAC, and/or other building systems.

Broad knowledge of construction techniques. Ability to read and understand construction documents and plans.

Ability to independently assess maintenance needs, exercise judgment, and manage evolving situations in the performance of duties.

Skill and ability to provide direction and training to crew members, lead and direct seasonal employees, resolve personnel conflicts, effectively coordinate activities with other departments, outside agencies and the public.

Knowledge and understanding of work-related safety practices, OSHA and environmental rules and regulations, including confined space, fall protection, ladder safety, hazard identification lockout tagout and hazard communication.

Effective communication, analytical, customer service and interpersonal skills.

Ability to use a computer to perform the essential functions of the position.

Ability to get along well with coworkers, and the public and maintain effective work relationships.

Thorough knowledge of traffic laws and defensive driving.

Special Requirements

Limited Maintenance Electrician License required within one (1) year of appointment if assigned the primary responsibility for electrical maintenance.

Mechanical Systems training and HVAC Certification desired.

Certification in First Aid and CPR, Oregon Department of Transportation Traffic Control, Confined Space Entry, Respirator Use and Forklift Operation or the ability to obtain within the probationary period. Ability to possess and maintain Criminal Justice Information Systems (CJIS) security clearance and requirements.

Possession of and the ability to maintain a valid Oregon Driver's License.

Capable of routine decision making regarding assessment of immediate situations, available options, and selection of appropriate methods and procedures, material availability and ordering, equipment utilization and response to customer issues in the field.

Must be able to respond within 60 minutes or less to the Public Works Administrative offices for after-hours calls or emergencies prior to the end of probationary period.
