Job Overview
The American Red Cross is seeking a Building Engineer for the Greater Pennsylvania Region. The position is based in Johnstown but will include travel throughout the state. The primary facility in Johnstown is regulated by the FDA. Experience working in an FDA-regulated, GPM (Good Manufacturing Practice) facility is highly preferred. Under minimal guidance, the Building Engineer will oversee and conduct maintenance and repair on regulated American Red Cross buildings. They will advise in planning for building systems, electricity, equipment repair, building design and general building maintenance. The Building Engineer must maintain knowledge of structural systems, control systems, code issues and recognize problematic mechanical devices. All duties must comply with standard operating procedures and applicable federal, state and local regulations.
Key Responsibilities
- Act as onsite subject matter expert on building engineering and advise in planning for building systems, electricity, equipment repair, building design and general maintenance.
- Perform a variety of service work in specialized building systems such as mechanical, electrical/electronic, hydraulics, carpentry, or machine servicing. Assist in operations and maintenance issues, troubleshooting, and problem solving as required. Conduct preventive and corrective maintenance on HVAC equipment and other related machinery.
- Ensure all regulatory operations meet minimum compliance standards, maintain ongoing regulated training and relevant role‑specific training in compliance with regulatory requirements.
- Enforce organization safety policies, regulations and procedures related to facilities management. Perform facility safety and fire extinguisher inspections, schedule fire drills, maintain safety documentation, oversee emergency generator, create/issue security access cards. Monitor security surveillance system and equipment as needed.
- Oversee and maintain the facility maintenance work‑order system to include coordination and timely submission of work orders and maintenance dispatch for emergency requests.
- Provide administrative support including coordination and preventive maintenance schedules, ordering supplies, record and log maintenance, and submission of work orders. Maintain accurate operational logs of equipment.
- Receive regulated supplies and oversee bio‑waste pick‑ups, supplies and destruction manifests.
What You Need To Succeed
- Education: Bachelor’s degree or equivalent trade school certificate required. Current Universal Refrigerant license, OSHA 10 and HVAC certification required. ASHE membership or ability to obtain is preferred.
- Experience: Minimum 7 years of related experience, preferably within laboratory, hospital setting, SDS or CGMP controlled environments.

Skills & Abilities
- Operate independently, with initiative, and support an assigned area of responsibility with minimal supervision.
- Competent in both electrical and plumbing areas of knowledge.
- Basic working knowledge of emergency power generators.
- Assess building envelope (roof, structure, etc.).
- Familiar with NFPA, building codes, NEC, PMs and PM management systems. Experience with training teams, capital project forecasting and annual budgets.
- Relationship management with vendors, partners, suppliers.
- Read and understand MEP and wiring diagrams.
- Work on a team.
- Travel: Some travel required. Current, valid driver’s license required.
- Combination of education and general experience satisfies requirements as long as total years meet minimum combined requirements; management experience cannot be substituted.
