Job summary

The County of San Benito is seeking an Administrative Analyst to perform complex financial, budgetary, analytic and project-management duties in support of the County Administrative Office and Internal Services.

The role involves budget development, policy analysis, staff supervision, and coordination of county-wide programs, with opportunities to lead special projects and interact with elected officials.

Qualifications

• Bachelor's degree in public administration, business, or related field required or equivalent experience.
• Master's degree may substitute for one year of experience.
• Additional qualifying experience may substitute for education on a year-for-year basis.

Responsibilities

• Oversees or participates in the County's entire budget process through production and distribution of the CAO's proposed budget and its presentation to the Board for approval at public hearings; develops the budget manual and forms; coordinates revenue forecasts; provides technical advice on the budget document and process; analyzes department budget requests.
• Advises department managers on interpretation of personnel rules, policies, and laws related to recruitment, classification, compensation, benefits, labor relations, performance, and equal employment opportunity.
• Reviews expenditures, revenues, staffing, and operations against budget; prepares quarterly revenue and expenditure reports for Board presentation.
• Supports department heads and officials on contracts, programming, operations, budgetary, administrative, and financial matters.
• Leads job analysis and examination planning, recruitment strategies, examination methodologies, and application review.
• Represents County Administration with employee organizations; contracts negotiations; provides advice to management and elected officials.
• Recommends solutions to departmental and interdepartmental problems; communicates Board direction to staff.
• Coordinates development and maintenance of county-wide administrative policies and procedures manual.
• Presents staff reports to the Board and explains or justifies recommendations.
• Plans and administers programs to carry out County goals in Human Resources, Board of Supervisors, and County Administration.
• Researches resources for county facility planning and strategy.
