Job summary

RM Advisory Services, LLC seeks a local federal budget professional to support the 1st Special Operations Civil Engineer Squadron Resource Section. The analyst will provide advisory and analytical support for budget formulation, forecasting, execution, reconciliation, financial monitoring, data quality, recurring reporting, and year-end closeout.

Job Location Fort Walton Beach, Florida; on site at Hurlburt Field. One full-time position with on-site work requirements for local candidates.

Qualifications

• Four to seven years of federal budget formulation, execution, accounting, or financial-management experience.
• Residence within reasonable daily commuting distance of Hurlburt Field and able to work on site.
• Experience reconciling financial transactions, supporting spend plans and forecasts, and producing reports.
• Strong Excel and MS Office skills with government-financial-system reporting experience.
• Ability to complete NACI and SF 85 background processes and obtain installation access.
• Legal authorization to work in the United States and access a military installation.

Responsibilities

• Compile and monitor funding authority, commitments, obligations, expenditures, remaining balances, execution rates, and related items.
• Analyze annual/multiyear requirements, spending trends, projected costs, funding sources, and risks with recommended actions.
• Develop spend plans, forecasts, schedules, reports, and management briefings.
• Review submissions for completeness, accuracy, consistency, and compliance with government instructions.
• Reconcile commitments, obligations, expenditures, and balances against records.
• Support Financial Working Groups, FM Boards, and year-end closeout with reports and tracking.
• Use government financial systems and coordinate data issues with the government point of contact.
• Research Air Force and DoD guidance and prepare factual findings for review.

Required Skills

• Compile and monitor funding authority, commitments, obligations, expenditures, remaining balances, execution rates, reimbursable orders, unfunded requirements, shortfalls, excesses, and financial milestones.
• Analyze annual and multiyear requirements, historical execution, spending trends, projected costs, budget limitations, available funding sources, and affordability; document risks and recommended courses of action.
• Develop and maintain spend plans, forecasts, schedules, execution reports, funding justifications, issue papers, data-call responses, budget exhibits, and management briefings.
• Review financial-plan and budget-request submissions for completeness, mathematical accuracy, internal consistency, support, duplicate requirements, and compliance with Government instructions.
• Reconcile commitments, obligations, expenditures, reimbursable orders, unliquidated obligations, outstanding commitments, abnormal or aged balances, and assigned accounts against authoritative records.
• Support Financial Working Groups, Financial Management Boards, spend-plan reviews, and year-end closeout meetings with charts, status reports, minutes, and action tracking.
• Use Government-authorized financial and analytical systems; perform data-quality checks and coordinate system, access, interface, and data issues through the Government point of contact.
• Research Department of the Air Force and Department of War financial-management guidance and prepare factual findings for Government review.

Required Experience

• Four to seven years of progressively responsible federal budget formulation, execution, accounting, or financial-management experience.
• Current residence within reasonable daily commuting distance of Hurlburt Field and ability to work on site full time.
• Demonstrated experience reconciling financial transactions and balances, supporting spend plans and forecasts, responding to data calls, and preparing management reports or briefings.
• Strong Excel and Microsoft Office skills and experience working with Government financial-system reports and supporting documentation.
• Ability to complete the required NACI and SF 85 background process and obtain installation and system access.
• Legal authorization to work in the United States and access a U.S. military installation.
