Job summary

Vctavern in Washington, D.C. is looking for a candidate for a budget administration role that requires specialized experience at the GS‑09 or GS‑11 level. The successful applicant will assist in budget formulation and monitor funding needs.

Must possess relevant educational qualifications and U.S. citizenship. This position is filled under the American Rescue Plan Act (ARPA) as Schedule A employee for a maximum of two years.

Qualifications

  • One full year of specialized experience equivalent to GS‑07 for GS‑09 level.
  • Analysis of funding needs and participation in budget preparation.
  • Ability to perform budget administration duties.

Job description

Duties
  • Identifies funding needs and actual or potential problem areas, trends, deficiencies, or areas of imbalance.
  • Assists in the preparation of budget estimates and justifications; interpreting OMB directives and circulars.
  • Provides information and advice to program managers; reviewing bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget; and recommending reprogramming of funds as needed.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid work.

GS‑09 Level

To qualify for the GS‑09 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS‑07. For this position, specialized experience is:

  • Performing routine/recurring budget administration duties which facilitate more complex review and analysis functions.
  • Comparing figures in funding estimate needs by line item or object class.

OR

Education: Master’s or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.

OR

Combination: Equivalent combinations of education and experience.

GS‑11 Level

To qualify for the GS‑11 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS‑09. For this position, specialized experience is:

  • Performing routine budget analysis functions in assigned areas including budget formulation, budget presentation‑enactment, or budget execution.
  • Determining whether expenditures incurred by organization unit are within budget.
  • Analyzing cost data.

OR

Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

OR

Combination: Equivalent combinations of education and experience.

Background Investigation

This position is designated as Non‑sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated to establish security eligibility.

Selective Service

If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System or are exempt from having to do so under the Selective Service Law.

Hiring Authority

This position is being filled under the American Rescue Plan Act (ARPA). Employees will be hired under ARPA’s hiring authority as a Schedule A employee under the excepted service for a period not to exceed two (2) years.
