Job summary

Premier Enterprise Solutions is seeking a highly skilled Budget Analyst to support the Office of the Under Secretary of Defense for Intelligence & Security. The role provides subject matter expertise in PPBE, financial management, budget formulation, budget execution, acquisition support, and resource management.

Location is Pentagon (Onsite) in a full-time capacity. The position requires TS clearance and a strong background in DoD budgeting with advanced Excel/PowerPoint/Word skills.

Qualifications

• Active Top Secret clearance with SCI eligibility or ability to obtain and maintain required clearance.
• Bachelor's degree in Finance, Accounting, Business Administration, Economics, Public Administration, Management, or related field.
• 10 years supporting DoD financial management, budgeting, acquisition, or PPBE activities.
• Experience preparing budget exhibits, spend plans, execution reports, and financial metrics.
• Experience supporting acquisition planning, MIPRs, IAs, and PRs.
• Advanced proficiency with Microsoft Excel, PowerPoint, and Word.

Responsibilities

• Provide technical analysis supporting appropriations, budget execution, financial management, and acquisition activities.
• Analyze requirements, prioritize resources, and execute appropriated funds.
• Coordinate with OUSD(IS), OSD, Defense Agencies, and Military Services on budget assessments.
• Monitor commitments, obligations, expenditures, and reconcile records with WHS and DFAS reports.
• Prepare PPBE budget exhibits and Congressional Justification Book submissions.
• Input and validate resource data in SNaP, BIRD, and related systems.
• Maintain contract files, modifications, and funding documentation.
• Support CORs with invoicing and funding issues.
• Review acquisition packages and initiate DAI transactions for MIPRs, IAs, and PRs.
• Manage portfolio funding valued at approximately $15M to $30M.
• Review Congressional marks, PBDs, and PDMs and assess impacts.
• Prepare spend plans, execution reports, dashboards, charts, and leadership briefings.
• Respond to recurring and ad hoc financial data calls.
• Support reimbursable Joint Duty Assignment funding requirements.

Salary

The anticipated salary range for this position is $115,000 - $140,000. The selected candidate's compensation will be determined based on qualifications, experience, skills, location, internal equity, and other relevant factors. The position may be eligible for additional compensation, such as discretionary bonuses or spot bonuses, and includes applicable Company benefits. Compensation at the upper end of the range is typically reserved for candidates with exceptional qualifications or specialized expertise.
