Job description

This position is located in the Budget Concepts Branch in the Budget Review Division of OMB. BCB, working within the framework of laws passed by Congress and longstanding budget conventions, provides the detailed structure in which the Federal budget process operates. BCB closely monitors changes in Federal budget laws and continually analyzes budget practices and data to ensure compliance with laws and policies. Promotion to the next highest grade level is neither guaranteed nor implied.

MINIMUM QUALIFICATION REQUIREMENTS

All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates

  • 1) Collecting, analyzing, or interpreting budgetary, financial, or program data to support the formulation, justification, or execution of Federal budgets,
  • 2) Applying U.S. Standard General Ledger guidance, particularly budgetary accounting, in support of budget execution reporting requirements issued by OMB or the Department of the Treasury,
  • 3) Coordinating apportionments or other budget execution activities consistent with guidance provided by OMB or the Department of the Treasury on budget or related matters and
  • 4) Communicating analytical findings verbally and in writing, including preparing briefing materials, reports, or responses for senior staff.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates

  • 1) Developing or providing in-depth analysis of budgetary, financial, or program data to support the formulation, justification, or execution of Federal budgets with stakeholders and/or subject matter experts,
  • 2) Collaborating to influence U.S. Standard General Ledger guidance, particularly budgetary accounting, in support of budget execution reporting requirements issued by OMB or the Department of the Treasury,
  • 3) Advising senior management officials on apportionments or other budget execution activities for high-profile complicated programs consistent with guidance provided by OMB or the Department of the Treasury on budget or related matters and
  • 4) Communicating analytical findings verbally and in writing, including preparing briefing materials, reports, or presentations to senior leadership.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates

  • 1) Leading analysis of budgetary, financial, or program data to support the formulation, justification, or execution of Federal budgets with interdisciplinary teams, stakeholders, and/or subject matter experts,
  • 2) Collaborating to influence or leading a team using U.S. Standard General Ledger guidance, particularly budgetary accounting, in support of budget execution reporting requirements issued by OMB or the Department of the Treasury,
  • 3) Implementing actions coordinated with senior management officials on apportionments or other budget execution activities of high-profile complicated programs consistent with guidance provided by OMB or Department of the Treasury on budget or related matters with OMB or the Department of the Treasury officials and
  • 4) Communicating high-impact ideas, alternative solutions, and/or recommendations with clarity, both verbally and in writing, to interdisciplinary teams, stakeholders, subject matter experts, and/or senior leadership.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
