Job Summary

All WIC Program staff perform a variety of professional duties for the Women, Infants, and Children participants in our program under the supervision of the WIC Program Coordinator (or Director) and/or the Administrator of WIC Services. Staff are guided by a thorough knowledge of our Local Agency Policies and Procedures, applicable United States Department of Agriculture (USDA) federal laws and regulations, the policies, and procedures of the New York State Department of Health (NYSDOH) WIC Program, and Montefiore New Rochelle Hospital (MNRH) policies. Staff are thoroughly trained and knowledgeable in the use of the NYSDOH NYWIC computer system so that they can process participants and information. Both roles participate in the development of the nutrition education and breastfeeding promotion and support plan within our Local Agency Compliance and Self-Assessment (LACASA).

Essential Functions
  • Responsible for the day‑to‑day operations of Breastfeeding and Nutrition services in accordance with USDA, NYSDOH, and MNRH regulations.
  • Ensure adherence to confidentiality and patient safety regulations (HIPAA, USDA, NYSDOH, MNRH).
  • Provide intervention and counseling to participants to assist them with breastfeeding needs.
  • Create and manage a schedule of breastfeeding education classes and support groups for WIC participants.
  • Select and develop nutrition education materials for use in breastfeeding and nutrition counseling.
  • Establish a positive environment for breastfeeding and nutrition services at all three sites using visual educational resources and verbal encouragement.
  • Travel to all three sites and participate in outreach activities to promote breastfeeding, nutrition education, and WIC enrollment.
  • Screen and certify WIC applicants using verified nutritional risk criteria, medical risk criteria, and anthropometrics according to NYSDOH guidelines.
  • Ensure that quality nutrition services are provided to WIC participants.
  • Develop a training plan and provide in‑service training to staff on nutrition and breastfeeding policies and current issues.
  • Oversee procedures for fulfilling food and formula prescriptions and coordinate with medical providers as appropriate.
  • Maintain knowledge of community and public health resources for referral purposes.
  • Attend professional conferences, seminars, and in‑service training to improve knowledge and effectiveness.
  • Report any problems or issues to the WIC Program Coordinator (or Director).
  • Lead the development of nutrition and breastfeeding education materials.
  • Participate in local and state workgroups to improve nutrition and program services.
  • Coordinate nutrition services with other WIC program operations, local agencies, and community organizations.
  • Keep up‑to‑date with nutrition information and share with LA staff by attending professional events and WIC Association functions.
  • Participate in the Quality Assurance (QA) process to ensure staff competency in various nutrition‑related areas (anthropometry, hematology, nutrition education, etc.).
  • Complete 12 hours of continuing education each year.
  • Perform additional support staff responsibilities such as rostering, WIC EBT card distribution, registration, scheduling, and appointments.
  • Assist the WIC Program Coordinator (or Director) with related departmental duties and provide direct supervision of the entire team during the coordinator’s absence.
  • Participate in the development and implementation of the annual Local Agency Compliance and Self‑Assessment (LACASA) and management evaluation.
  • Supervise and monitor the activities, training, and documentation of the Peer Counselor Coordinator and Peer Counselors.
  • Develop and implement the LA nutrition education and breastfeeding promotion and support plan.
  • Maintain a breastfeeding‑supportive environment and implement all LA breastfeeding promotion and support activities, including the Peer Counselor Program and Breast Pump Program.
  • Ensure that the Peer Counseling Program is standardized, consistent with WIC regulations and policy, and meets USDA’s WIC Breastfeeding Model Components.
  • Integrate breastfeeding support into new staff orientation and provide annual breastfeeding training for all staff.
  • Provide ongoing supervision and support for all breastfeeding staff.
  • Monitor, compile, and evaluate breastfeeding rates, promotion and support activities, and peer counseling activities.
  • Develop and implement a Breast Pump Program policy for the purchase, distribution, and inventory of pumps per New York State WIC policy.
  • Oversee the Breast Pump Program for appropriate evaluation of participants’ needs, maintain inventory in the management information system, and conduct a monthly physical inventory.
  • Train QN/CPA staff on conducting a breast pump assessment and issuing breast pumps.
  • Coordinate breastfeeding promotional activities with community stakeholders.
Qualifications
  • Bachelor of Science in Nutrition (Required).
  • Certified Lactation Counselor – Academy of Lactation Policy and Practice within 1 year (Preferred).
  • Annual Assessment – OHS Required.
  • Fit Test – OHS Required.
