Naval Facilities Engineering Systems Command Kingsville, TX invites applications for an Environmental Scientist/Environmental Engineer/Physical Scientist to serve as Environmental Media Manager in the Environmental Division.

The role acts as the technical expert on CAA/EPCRA, CWA/OPA, and RCRA; conducts environmental inspections, reviews projects and permits, prepares regulatory reports, and develops training programs for installation operations.

Position Overview

BIOLOGICAL SCIENTIST/ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST job at Naval Facilities Engineering Systems Command. Kingsville, TX.

Summary

You will serve as an Environmental Media Manager in the Environmental Division of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

• You will perform as the technical expert for the Installation Commanding Officer on Clean Air Act (CAA) and Emergency Planning Community Right‑to‑Know Act (EPCRA) regulations.
• You will perform as the technical expert for the Installation Commanding Officer on Clean Water Act (CWA) fuel storage tank and Oil Pollution Act (OPA) spill response regulations.
• You will perform as the technical expert for the Installation Commanding Officer on Resources Conservation and Recovery Act (RCRA) underground fuel storage tank regulations.
• You will perform environmental inspections to determine compliance with applicable permits and regulations.
• You will conduct inspections of fuel storage tank systems and operations to ensure compliance with environmental regulations.
• You will conduct inspections of air emission units and operations to ensure compliance with environmental regulations and permits.
• You will prepare reviews and/or submit reports to regulatory agencies and develop reviews and submit permit applications for managed programs.
• You will implement reviews, revise or provide comments on environmental plans for managed programs.
• You will review and provide written comments for maintenance and construction project scopes of work, contracts, and design drawings.
• You will develop and conduct environmental training pertinent to installation operations.

• Position may require travel from normal duty station to CONUS and OCONUS, and may include remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Ensuring environmental compliance through developing projects.
• Collecting data for chemical or waste related properties.
• Overseeing the assigned installation’s environmental programs.

Education

Education Requirement for 0401 Series

1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
2. Combination of education and experience: Courses equivalent to a major, as shown in 1 above, plus appropriate experience or additional education.

Education Requirement for 0819 Series

1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first‑year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress‑strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience college‑level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
2. Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
3. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
4. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.
5. Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Education Requirement for 1301 Series

1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
2. Combination of education and experience education equivalent to one of the majors shown in 1 above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

ICTAP Applicants

To be considered well‑qualified and exercise selection priority as an ICTAP candidate, displaced federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
