Upon general supervision, the Bilingual Transporter is responsible for safely transporting unaccompanied children (UC), staff, and/or materials to approved destinations in accordance with Office of Refugee Resettlement (ORR) policies, state licensing standards, and agency procedures. The Transporter ensures all transportation is conducted safely, efficiently, and with the utmost respect and care for the children being served. Bilingual Spanish is required.

Duties and Responsibilities
  • Safely transport unaccompanied children (UC) to and from appointments, court hearings, sponsor reunifications, airports, and other approved destinations.
  • Ensure all trips are pre‑approved and documented in accordance with ORR and agency procedures.
  • Operate agency vehicles responsibly and maintain compliance with all traffic laws, ORR transportation policies, and safety standards.
  • Conduct pre‑trip and post‑trip inspections of agency vehicles, reporting any maintenance or safety issues immediately.
  • Ensure all youth are appropriately supervised during transport and follow agency safety and behavior protocols.
  • Maintain professional boundaries and trauma‑informed interactions with children at all times.
  • Adhere strictly to assigned routes and schedules while allowing for flexibility based on program needs.
  • Complete and maintain accurate transportation logs, mileage records, and incident reports as required.
  • Ensure all required documentation, including trip authorizations, release paperwork, and sign‑in/out forms, are properly completed.
  • Report any accidents, delays, or incidents immediately to a supervisor and follow required reporting procedures.
  • Maintain confidentiality regarding youth information and program operations in compliance with ORR and HIPAA standards.
  • Keep the assigned vehicle clean, fueled, and in safe operating condition at all times.
  • Monitor vehicle maintenance schedules and coordinate service as needed.
  • Ensure vehicles are equipped with emergency supplies, first aid kits, and child‑appropriate safety restraints.
  • Follow all agency and ORR safety protocols during emergency or crisis situations.
  • Collaborate with case management, youth care, and clinical staff to coordinate safe and timely transportation for program needs.
  • Communicate clearly with program leadership about schedule changes, delays, or transportation barriers.
  • Support the agency’s mission and demonstrate professionalism when representing the organization in the community.
  • Participate in required training, including trauma‑informed care, CPR/First Aid, defensive driving, and child safety.
  • Maintain a welcoming environment for families and other community partners.
  • Ensure compliance with HIPAA and PII privacy and security requirements.
  • As with all of our positions, we work as a team and various duties may be assigned at any time including tasks to support other programs/services, cleaning, organizing, child care, attending to the needs of the child in your care or in the office, attendance at meetings, transportation, paperwork, etc.

Requirements
  • High School Diploma or GED required.
  • Valid driver’s license with a clean driving record.
  • Bilingual Spanish required.
  • At least 21 years of age (as required by ORR transportation standards).
  • 1–2 years of professional driving experience (preferably with youth, social services, or nonprofit organizations).
  • Ability to pass a motor vehicle record (MVR) check, criminal background check, and drug screening.
  • Ability to lift up to 50 lbs and assist with loading/unloading supplies or luggage.
  • Excellent communication and interpersonal skills.
  • Demonstrated dependability, punctuality, and attention to safety procedures.
  • Be able to obtain Criminal and Child Abuse Clearance from the State of California/Department of Justice.
  • Must be available full‑time and able to adjust work day/work week to provide services when clients and families need them, which can routinely include evenings and occasionally weekends, in order to ensure coordination and continuity of services.
  • Demonstrate the understanding of the importance of compliance with HIPAA privacy practices.
  • Ability to work independently and as part of a team, strong conflict resolution, communication and organizational skills; with great attention to detail.
  • Ability to adhere to our attendance and punctuality policy.
  • Must pass and remain current in CPR/First Aid.
  • Must be able to effectively utilize computers and basic computer software.
  • Must meet licensing (or contract if not FFA position) and insurance requirements.
  • Must have a valid driver’s license and a good driving record. Must be at least 18 years old with at least 2 years of driving experience.
  • All employees are required to report all arrests within 48 hours of arrest as per licensing requirements.
  • Must pass a drug screen, physical exam, and tuberculosis (TB) skin test.
  • Foster Family Agency experience preferred (if applicable).
Additional Qualifications

This position is funded through a federal cooperative agreement with the Office of Refugee Resettlement (ORR). Continued employment is contingent upon continued grant funding, ORR approval (when applicable), and continued compliance with all ORR, licensing, and A Greater Hope personnel requirements.

As a Condition of Employment, the Successful Candidate Must
  • Meet all minimum qualifications established by ORR and A Greater Hope for the position.
  • Successfully obtain and maintain an ORR Suitability Determination, including all required background investigations and clearances, prior to having contact with unaccompanied children.
  • Successfully complete all required criminal history background checks, child abuse and neglect registry checks, fingerprint‑based clearances, and other background screenings required by ORR, Community Care Licensing (CCL), and A Greater Hope.
  • Successfully complete all required ORR pre‑service, onboarding, annual, and ongoing training within required timeframes.
  • Demonstrate the ability to provide trauma‑informed, culturally responsive, and child‑centered services to unaccompanied children.
  • Bilingual proficiency in English and Spanish is required for positions designated as bilingual and may be verified through A Greater Hope’s language proficiency assessment process.
  • Provide documentation of all required immunizations and authorize A Greater Hope to obtain and verify immunization records through the California Immunization Registry (CAIR), as applicable.
  • Successfully complete and maintain all required health screenings, physical examinations, tuberculosis (TB) clearance, immunizations, vaccinations, and other medical requirements established by ORR, CCL, applicable law, or A Greater Hope policy.
  • Maintain all required licenses, certifications, registrations, and credentials applicable to the position throughout employment.
  • Comply with all applicable ORR policies, federal regulations, state laws, licensing requirements, accreditation standards, confidentiality requirements, and A Greater Hope policies and procedures as a condition of employment.
  • Possess and maintain authorization to work in the United States. Positions requiring transportation duties must maintain a valid driver’s license, an acceptable driving record, and insurability under A Greater Hope’s automobile insurance policy.
Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear, stand, walk, sit, move quickly, run, use hands, handle or feel, reach with hands and arms, stoop, kneel, crouch or crawl, and taste or smell. Employees may be required to lift or carry items 10–50 lbs., usually holding them in the hands or arms or on the shoulder. There may be situations where the employee will have to care for the personal needs of infants and children such as managing personal accidents/bathroom support, feeding and cleaning up infants and children. The employee may be working outside for periods of time in all seasons of weather. Employees will be required to drive a motor vehicle. This position requires regular and consistent attendance; excessive unplanned absences are disruptive to our agency business. All employees, regardless of position, serve as role models for children, adolescents, and others who are served by our agency. Therefore, each employee must at all times be emotionally stable and able to function effectively with children, adolescents and adults who may have mental or behavioral health problems. The staff must be able to demonstrate appropriate daily behavior, appropriate expression of emotions, and appropriate role modeling. Hostility, aggression and unnecessary or inappropriate physical actions as well as inappropriate emotional expression are not acceptable.
