Qualifications

  • Bachelor’s degree in Engineering, Construction Management, Project Management, Finance, or closely related field.
  • Minimum 7+ years of experience in lead project controls, cost engineering, scheduling, or program controls on large-scale gov't contracts.
  • Experience developing integrated project schedules and cost forecasts for complex projects.
  • Experience utilizing Primavera P6, Microsoft Project, or comparable scheduling software.
  • Experience performing cost analysis, forecasting, variance reporting, and baseline management.
  • Experience supporting large industrial, manufacturing, construction, infrastructure, energy, or government programs.

  • Establish and manage WBS, baselines, control accounts, and progress measurement systems to support execution.

  • Monitor performance against baselines and identify risks, trends, and corrective actions.

  • Prepare and deliver program performance reports, dashboards, and presentations for leadership and stakeholders.

The program operates in highly regulated environments and requires close coordination between customers, suppliers, and internal teams to deliver safe, compliant, and high-quality outcomes across the program lifecycle.

Job Summary

The Senior Project Controls Engineer serves as a key member of the project management team, providing leadership in cost control, scheduling, forecasting, performance measurement, and project reporting for the construction of the new Blue Grass Army Depot Energetics Center of Excellence explosives manufacturing facility. This position integrates technical, financial, and operational data to support informed decision-making and successful project delivery. The role works closely with program management, engineering, construction, procurement, and operations teams to ensure program objectives are achieved safely, compliantly, and efficiently.

Roles & Responsibilities
  • Develop, maintain, and analyze integrated project schedules, budgets, forecasts, and performance metrics across manufacturing, construction, commissioning, and operational activities.
  • Establish and manage Work Breakdown Structures (WBS), project baselines, control accounts, and progress measurement systems to support effective program execution.
  • Perform cost control activities including budget development, variance analysis, estimate-at-completion (EAC) updates, and forecast assessments.
  • Collect, validate, and integrate schedule, cost, earned value, and performance data from multiple stakeholders to provide actionable program insights.
  • Monitor project performance against approved baselines and identify risks, trends, opportunities, and corrective actions.
  • Support change management activities by evaluating scope modifications, schedule impacts, and cost impacts throughout the project lifecycle.
  • Prepare and deliver program performance reports, dashboards, and presentations for project leadership, customers, and other stakeholders.
  • Coordinate with engineering, procurement, construction, commissioning, manufacturing, and operations teams to ensure accurate project controls data and reporting.
  • Support audits, compliance reviews, and contractual reporting requirements within regulated government and industrial environments.
  • Other duties as assigned in support of mission and business requirements.
Basic Qualifications
  • Bachelor’s degree in Engineering, Construction Management, Project Management, Finance, or closely related field.
  • Minimum 7+ years of experience in lead project controls, cost engineering, scheduling, or program controls role on large scale new construction contracts for the U.S. government.
  • Experience developing and maintaining integrated project schedules and cost forecasts for complex projects or programs.
  • Experience utilizing Primavera P6, Microsoft Project, or comparable project scheduling software.
  • Experience performing cost analysis, forecasting, variance reporting, and baseline management.
  • Experience supporting large industrial, manufacturing, construction, infrastructure, energy, or government programs.
Preferred Qualifications
  • Experience supporting chemical processing, munitions, defense, manufacturing, or highly regulated industrial environments.
  • Earned Value Management System (EVMS) experience on government or large-scale commercial programs.
  • Professional certifications such as PMP, PSP, EVP, CCP, or related credentials.
  • Experience supporting project execution through commissioning, startup, and transition-to-operations phases.
  • Experience leading project controls initiatives across multidisciplinary teams.

Travel may be required to support manufacturing sites, suppliers, and customers.
