JOB SUMMARY

This position is responsible for the administration of all benefits and retirement programs including, but not limited to, medical, dental, vision, life/AD&D insurance, short- and long-term disability, wellness program, employee assistance program, worker's compensation, and 403(b) plan.

ESSENTIAL FUNCTIONS
  • Benefits Administration Ensure accurate benefit enrollments in HRIS, providing vendors precise eligibility data.
  • Administer comprehensive benefits and retirement programs including medical, dental, vision, life/AD&D insurance, short-term and long-term disability, wellness programs, Employee Assistance Program (EAP), worker’s compensation, and 403(b) retirement plans.
  • Manage and administer complete processes for leaves of absence including medical, personal, educational, military, disability, and Family and Medical Leave Act (FMLA) leaves.
  • Process plan changes for qualifying life events. Coordinate and manage worker’s compensation claims, including compliance with federal guidelines, facilitating return-to-work strategies, and ensuring accurate and timely claims processing.
  • Oversee and administer the Paid Time Off (PTO) leave donation program, tracking balances and managing donation windows.
  • Audit, reconcile, and maintain the accuracy and compliance of benefit deduction codes within payroll systems (e.g., ADP).
  • Ensure organizational compliance with federal regulations, including but not limited to HIPAA, ADA, COBRA, FMLA, and worker’s compensation laws.
  • Lead annual open enrollment activities, including scheduling presentations, preparing benefit materials, and distributing compliance notices.
  • Update and distribute required annual notices.
  • Lead benefit deduction management as the primary liaison between Human Resources and Payroll departments.
  • Coordinate retirement deductions for 403(b) retirement plans and manage interagency retirement contributions such as those involving Indian Health Service (IHS) and Defense Finance and Accounting Service (DFAS).
  • Conduct HRIS and payroll system audits, perform system integrity checks, and support updates related to benefit administration and payroll deductions.
  • Configure and test open enrollment systems to ensure accurate benefit deduction calculations and system functionality.
REQUIREMENTS
  • Participates in Core Connections training and applies GPTLHB Core Connections concepts and practices in their work.
  • Familiarity and/or experience working with American Indian populations and respect for and knowledge of traditional, cultural, and spiritual practices of diverse American Indian communities, as well as an ability to work with other culturally and ethnically diverse populations.
  • Proficiency with computer programs (Word, Excel, PowerPoint) and other Internet technologies.
  • Valid driver’s license must be kept current, and certificates, credentials or licenses must be kept current and consistent with regulations required by applicable federal, state and/or grant regulations as applies to position.
  • Work in a cooperative and professional manner with OHC and GPTLHB staff.
  • Treat Great Plains tribes and collaborators with dignity and respect.
  • Utilize effective verbal and written communication skills.
  • Advance personal educational development by attending training sessions and seminars as appropriate.

MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS

Knowledge (Level 4):Education/Relevant Experience: Bachelor’s degree and one (1) year of experience, or associate’s degree and three (3) years’ experience, or high school diploma or GED and five (5) years of progressively responsible experience.
