NEKCV in Vermont seeks a BEAD Program Manager to lead federally funded broadband expansion across the Northeast Kingdom and Central Vermont. You will oversee planning, execution, compliance, and reporting, serving as the ED's strategic partner and supervising program staff.

The role requires guiding complex projects, maintaining grant compliance, and coordinating with towns, utilities, and state agencies to deliver on time and within budget.

Qualificações

• Bachelor’s degree in public administration, engineering, project management, telecommunications, or related field.
• Experience with federal grants, especially NTIA, USDA, or FCC programs.
• Strong understanding of broadband deployment and rural infrastructure challenges.
• Proven ability to manage budgets, contractors, and multi-stakeholder environments.
• Excellent communication, analytical, and organizational skills.

Responsabilidades

• Provide program leadership and act as second in command when the ED is unavailable.
• Oversee BEAD-funded activities including planning, procurement, construction coordination, and reporting.
• Ensure grant compliance with NTIA BEAD rules and state/municipal requirements.
• Manage multi-million-dollar budgets and coordinate reimbursements and audits.
• Supervise program staff and coordinate with engineers, contractors, and vendors.
• Maintain dashboards, milestones, KPIs, and progress reports.
• Prepare regular updates for NEKCV board, towns, and residents.
• Identify risks, develop mitigations, and ensure on-time delivery within scope.
