Job description

The candidate will serve as a Growth & Business Development consultant supporting market development, opportunity capture, and proposal execution for a fast-growing cybersecurity firm specializing in federal mission support. They will operate across the full business development lifecycle from early market shaping and RFI engagement through RFP receipt, proposal submission, and award working closely with leadership to identify, qualify, and win federal cybersecurity contracts.

The ideal candidate brings hands‑on experience with the federal procurement process and capture discipline. They have been in the room supporting industry days, writing RFI responses, contributing to competitive analysis. They are energized by the hunt, comfortable operating in ambiguity, and committed to being a visible, known presence in the federal cybersecurity community.

The candidate will represent the company at industry events, build and maintain relationships with government customers and teaming partners, and help build the pipeline infrastructure that drives sustainable growth.

Role Responsibilities
  • Monitor, triage, and qualify opportunities across target agencies by tracking procurement forecasts, agency budgets, and industry intelligence sources.
  • Lead early‑stage capture activities including RFI analysis and response, industry day participation, competitive intelligence gathering, and teaming partner assessments
  • Support RFP responses end‑to‑end including outline development, section writing, compliance matrix management, and review cycle participation (Pink Team, Red Team); understand what submission‑ready looks like.
  • Develop and maintain go‑to‑market plans for priority customer targets including customer segmentation, value proposition mapping, and phased outreach planning coordinated with executive leadership.
  • Build and maintain relationships with federal cybersecurity buyers, program offices, contracting officers, and teaming partners across target agencies; actively shape requirements where pre‑RFP engagement is appropriate.
  • Contribute to competitive positioning, win strategy development, and price‑to‑win framing on active captures in coordination with program and technical leads.
  • Support development of capability briefings, white papers, and other pre‑solicitation engagement materials that advance the firm's positioning with target customers.
Required Education & Qualifications
  • Bachelor's degree in business, communications, political science, cybersecurity, or a related discipline; or equivalent professional experience in a BD or capture role.
  • Two (2) to seven (7) years of experience in business development, capture management, or a directly BD‑adjacent role at a defense, intelligence, or civilian agency contractor.
  • Demonstrated, hands‑on participation in the full BD lifecycle RFI responses, pre‑solicitation engagement, RFP receipt, proposal contribution, and award; not just process familiarity but actual execution.
  • Solid working knowledge of the federal procurement process: FAR/DFAR fundamentals, IDIQ and GWAC vehicle mechanics, sole source vs. full and open competitive dynamics, and how agencies plan and execute technology buys.
  • Strong written communication skills with ability to translate technical cybersecurity capabilities into compelling, evaluator‑focused proposal narrative.
  • Active engagement in the federal cybersecurity or GovCon community, or a demonstrated track record and clear appetite to build it quickly.
Desired Skills
  • Prior experience at a small or mid‑tier GovCon firm where the candidate owned real outcomes and operated across multiple BD functions not solely as support staff at a large prime.
  • Existing relationships with federal cybersecurity buyers across IC, DoD, or civilian agency customers.
  • Familiarity with Shipley‑based or comparable formal proposal and capture methodology.
  • Experience using CRM platforms (HubSpot, Salesforce, or GovWin IQ) for pipeline tracking and reporting.
  • Active professional presence in networks, LinkedIn, or community organizations with a network built intentionally over time.
