Job summary

Enterprise Community Partners seeks an AVP to lead federal supply-side housing policy within its government relations and advocacy team. You will shape strategy around LIHTC, New Markets, Opportunity Zones, and related Treasury programs, while guiding execution across multiple direct reports.

Applicants should have deep policy expertise, strong leadership, and ability to engage Congress, Treasury, and housing stakeholders. Travel and nontraditional hours may be required.

This role sits on our government relations and advocacy team and focuses on supply-side housing policy. The AVP will be responsible for setting GR strategy around treasury, tax, energy, disaster resilience, housing finance, and additional housing and community development policies, and then driving outcomes and managing execution for multiple direct reports.Job DescriptionResponsibilities:Lead the development and execution of Enterprise’s federal supply-side policy and advocacy agenda, spearheading a portfolio that includes but is not limited to:Tax policy, specifically LIHTC, New Market Tax Credits, and Opportunity ZonesAdditional Treasury Department programs such as the CDFI Fund and Capital Magnet FundHousing Finance Reform and advocacy around the Community Reinvestment Act, GSEs, and HFHAThe cost of Insurance and Housing DevelopmentEnergy and Disaster RecoveryImplementation of Housing and Community Development Authorizing LegislationCoordinate supply-side policy work across the organization, collaborating closely with capital, development, market and program staff, and the state & local policy team to identify high impact policy engagement.Lobby on statutory and regulatory policy priorities, with Legislative and Executive federal government branches and, as needed, Judicial.Serve as a point person on the intersection between housing supply policy and the other Enterprise divisions, identifying collaborative opportunities around execution and communications and with philanthropy.Serve as a subject matter expert on the federal policy landscape; inform federal, state, and local policy efforts and partner and serve as a resource to other Enterprise divisions such as capital and solutions, and external partners.Build, lead, and participate in coalitions by working closely with other advocates and community-based partners on priority policy efforts.Work with Enterprise’s External Affairs team to develop internal and external communications and research content, utilizing social media, press releases, op-eds and other earned media to advance advocacy efforts. This role requires significant communications expertise.Perform senior-level operations and administrative tasks as needed, for example around procurement and management of consultants, onboarding new systems, and partnering with internal leadership on HR, IT, Finance, and grants.Qualifications:Deep understanding and expertise on a range of housing and community development policies, in particular the Low-Income Housing Tax Credit (LIHTC), the CDFI Fund and Capital Magnet Fund, Housing Finance, CRA, and energy and resilience policy.Exceptional leadership, strategy, and management skills, previous experience managing staff required.Federal government relations and policy development experience required; experience working in Congress or the Executive branch preferred.Longstanding relationships with policy makers in the legislative and executive branch.Experience working with housing and community development stakeholders required, specifically with Treasury, LIHTC and the Action Campaign and in the tax policy space, housing finance, energy and disaster resilience, or other relevant sectors.Ten (10) years relevant experience; graduate degree may be substituted for up to two (2) years of experience.Excellent communications skills, including the ability to effectively communicate complex policy issues to a broad audience. Public speaking, media relations and public relations experience.Demonstrated professionalism, diplomacy, composure, flexibility and ability to adapt to change and overcome obstacles.Strong initiative and autonomy.Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands and meet deadlines.Ability to work independently, solve problems and take responsibility for moving tasks forward with minimal supervision.Occasional travel and evening/nontraditional hours required.Positive contribution to work culture and effective, collaborative team member.Salary TransparencyYou will be joining a team of talented professionals motivated by serving the community and addressing the need for affordable housing.Enterprise offers a comprehensive total rewards package for you and your family. The pay range for this position is $170,000-$190,000. The salary range represents the low and high end of what may be paid for this position. It is not typical for an individual to be hired at or near the top of the pay range, and compensation decisions may be influenced by a variety of factors, including skills, qualifications, experience, and location.Total Rewards at EnterpriseThis range is just one component of our total rewards package, which also includes annual performance bonuses and generous paid leave programs.Our benefits form a major part of the total rewards package.
