Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking a senior strategist to support the AUKUS Submarines and Industrial Base Group.

The role focuses on developing and disseminating strategic documents for diverse stakeholders, including senior military and government decision-makers, and coordinating with the Intelligence Community and NRDE SSW community. The successful candidate will drive cross‑org collaboration to align USN and AUKUS initiatives, provide actionable analyses of submarine

Qualifications

  • Bachelor’s Degree and 10+ years professional experience.
  • Proficiency in Navy and/or Joint planning and mission engineering processes.
  • Ability to communicate task and project status to supervisors and the Government client at the O-5/6/GS-14/15 level effectively including creating verbal and written communication products.
  • Strong administrative, organizational, and analytical skills with meticulous attention to detail.
  • Top Secret clearance with SCI eligibility is required and must be maintained.

Responsibilities

  • Develop and disseminate strategic documentation to educate a diverse spectrum of stakeholders—from cross-warfare fleet operators to senior military and government decision-makers—on core Subsea and Seabed Warfare concepts.
  • Coordinate with the Intelligence Community, the Undersea Fires Cell, and other US and allied stakeholders to establish targeting and data management processes.
  • Maintain engagement with NRDE SSW community of practice, Joint Force capability customers, the Navy acquisition community, and industry partners to understand barriers and advantages affecting USN and AUKUS position.
  • Collaborate with the acquisition community to ensure standardized, realistic assessments of emerging technology opportunities are available to leadership.
  • Coordinate and manage high-level meetings to align AUKUS development and operations across USN stakeholders and partners.

The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction. Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program, the new SSN‑X program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Director Submarine Program will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting‑edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high‑profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. MC

The selected candidate will develop and disseminate strategic documentation to educate a diverse spectrum of stakeholders—ranging from cross‑warfare fleet operators to senior military and government decision‑makers—on core Subsea and Seabed Warfare (SSW) concepts. The role involves coordinating with the Intelligence Community, the Undersea Fires Cell, and other US and allied stakeholders to establish targeting and corresponding data management processes. The selected candidate will maintain continuous engagement with the Naval Research and Development Establishment (NRDE) SSW community of practice, Joint Force capability customers, the Navy acquisition community, and industry partners to fully understand and influence barriers and advantages affecting the USN and AUKUS competitive position. Furthermore, this position collaborates closely with the acquisition community to ensure that standardized, realistic assessments of emerging technology opportunities are developed and made accessible to leadership. Finally, the selected candidate will coordinate and manage high‑level meetings and collaboration activities to guarantee the seamless alignment of AUKUS development and operational efforts across USN stakeholders, allied partners, and the overarching US AUKUS governance structure.

Qualifications
Required Qualifications:
  • Bachelor’s Degree and 10‑20+ years professional experience
  • Proficiency in Navy and/or Joint planning and mission engineering processes
  • Ability to communicate task and project status to supervisors and the Government client at the O‑5/6/GS‑14/15 level effectively including creating verbal and written communication products
  • Strong administrative, organizational, and analytical skills and the willingness to learn and build relationships with stakeholdersDemonstrated strength in analysis and problem solving, paired with meticulous attention to detail
  • Top Secret clearance with SCI eligibility is required, and it must be maintained throughout employment
Desired Qualifications:
  • Experience supporting a NAVSEA acquisition program office. Experience/knowledge of Navy acquisition program office organizations and processes. Experience with PAE RAS and DRPM Submarines or international partners
  • Robotic autonomous systems experience
  • Experience in planning or mission engineering within warfare areas such as submarine or anti‑submarine warfare, undersea surveillance, naval special warfare, or related commercial sectors

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $145,000.00/Yr. - USD $185,000.00/Yr.
