Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Program Analyst in Alexandria, VA to support the AUKUS I&A International Division and Phase 2 Sovereign Ready SSN initiatives.

You will translate requirements into actionable outcomes and coordinate with FMS, export control, and international agreements. This role requires 5+ years of submarine and shipyard experience, strong independent work style, and a current SECRET clearance.

Qualifications

• 5+ years of applicable experience.
• Submarine & shipyard experience with in-depth operations.
• PM & risk analysis: tracking, milestones, risk mitigation.
• Strong intercultural communication and high autonomy.
• Stakeholder coordination between government offices, services, partners, industry.
• Security clearance: active SECRET with current background check.

Responsibilities

• Deliver updates on Phase 2 activities to ensure alignment across International and Phase 2 Directorates.
• Respond to requests for information related to FMS, export control, foreign disclosure, and international agreements.
• Develop strategic solutions with International Directorate and Policy Team.
• Provide organizational alignment for schedule and milestone requirements across Directorates.
• Support budget requests to back FMS development.
• Support risk management and track program action items.
• Capture and maintain status of program actions.
