Job summary

Louisiana Public Service Commission invites applications for Auditor Supervisor to lead a team performing advanced audits of regulated utilities and carriers. The role reports to Audit Manager and exercises professional judgment across complex financial reviews.

The incumbent supervises five Auditor 3 positions and participates in planning major rate case audits and special projects while maintaining regulatory knowledge and policy development.

Qualifications

  • Six years of accounting or auditing experience.
  • Bachelor's degree with 24 semester hours in accounting/auditing plus three years of experience.
  • Advanced degree in accounting/auditing with two years of experience.

Job description

The Louisiana Public Service Commission (LPSC) is a constitutionally established regulatory agency dedicated to serving the public interest by assuring safe, reliable, and reasonably priced services are provided by the public utilities and common carriers subject to its jurisdiction.

The Louisiana Public Service Commission Auditor Supervisor position requires a high degree of accounting and auditing expertise to perform the most advanced and complex audits and special projects. The Auditor Supervisor’s work is performed under the direct supervision of the Audit Manager and is expected to exercise considerable professional judgment in carrying out the work assignment. The PSC Audit Division is responsible for performing internal and external, financial and compliance audits of regulated utility companies (i.e., telecommunications, electric, gas, water, and wastewater) and common carriers (i.e., waste haulers, passenger carriers, non-consensual towing, and household good movers). The incumbent is responsible for the direct supervision of five (5) Auditor 3 positions.

  • Six years of experience in accounting or auditing; OR
  • Six years of full-time experience in any field plus twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of experience in accounting or auditing; OR
  • A bachelor’s degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of experience in accounting or auditing; OR
  • A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics plus three years of experience in accounting or auditing; OR
  • A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation plus three years of experience in accounting or auditing; OR
  • An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics plus two years of experience in accounting or auditing; OR
  • A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation plus one year of experience in accounting or auditing.
Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties
  • Provide supervision, training, instruction, and review the work of subordinate professionals
  • Evaluate financial records and documentation received by auditors to ensure that the information gathered is complete, accurate, and adequate to justify the audit findings and recommendations outlined in the audit report
  • Review audit findings to identify possible noncompliance with regulatory laws, rules, regulations, accounting principles, policies, procedures, and Commission’s Orders
  • Assists the Audit Manager in the planning and management of major rate case audits, special purpose audits and other formal actions involving highly complex accounting issues
  • Assists in the formulation of Division Policy addressing sensitive public issues, precedent-setting decisions and Commission actions
  • Develops and implements new audit programs and analytical techniques; interacts with high level representatives from other federal, state, and local agencies, and regulated utility companies
  • Assists in the writing of various orders outlining the actions of the Commission in regard to rate petitions, loan approvals, or other decisions regarding utility’s operational finances or compliance and the affect they may have on the consumers
  • Attends regulatory classes, seminars and conferences in order to keep current on the various regulatory issues brought before the Commission
Position‑Specific Details

Appointment Type: Promotional. This position is open to eligible Classified employees of the La. Public Service Commission. Only these applicants are eligible to apply.

Work Schedule: Work hours are 8:00 AM to 4:30 PM, Monday-Friday.

Compensation: The salary offered will be determined based on qualifications and experience.
