The VA Office of General Counsel (OGC) is seeking experienced and mission‑driven attorneys to join the Procurement Law Group; a team whose work directly empowers the Department of Veterans Affairs to serve millions of Veterans nationwide.

As an Attorney‑Advisor, you will play a critical role in shaping, defending, and overseeing complex procurement actions that support VA technology systems across medical centers, clinics, research environments, and enterprise‑wide operations. Your expertise will help ensure the VA acquires the IT solutions and infrastructure needed to deliver world‑class care.

Your counsel will influence how the VA acquires cutting‑edge technologies, navigates digital transformation, and safeguards the government’s interests in critical IT contracts. The impact of your work will be felt across the entire Veteran‑serving ecosystem.

Key Responsibilities:
Government Contracts & Procurement Law
  • Manage and advise on the full lifecycle of Procurement‑Information Technology (IT) acquisitions under FAR Parts 8, 12, 15, and 16, including cloud service procurements.
  • Advise contracting officers and acquisition personnel on structuring and managing IT contracts, ensuring compliance, mitigating risk, and supporting strategic decision‑making.
  • Analyze and negotiate government data rights, including FAR 52.227‑14 and related clauses; resolve conflicts between commercial SLAs/EULAs and mandatory federal terms.
  • Represent the VA in bid protests and contract disputes before GAO, COFC, and the CBCA.
Preferred Experience:
  • Demonstrated expertise in Federal Government procurement (FAR/VAAR strongly preferred).
  • Experience in IT contracting, commercial IT/software acquisitions, or enterprise‑level technology procurement; healthcare or hospital systems experience a plus.
  • Exceptional writing, communication, and litigation skills, with the ability to advise senior leadership.
