The purpose of this memorandum is to provide an overview of the components of the bill. House Bill 865 makes an important change for individuals with 3-year and 5-year athletic coaching certificates. In addition to the existing requirement of certification in cardiopulmonary resuscitation, in order to be employed as an athletic coach in a public school, these certificate holders must now maintain certification in first aid and the use of an automated external defibrillator. The certification must be consistent with national evidence-based emergency cardiovascular care guidelines. Beginning July 1, 2024, all current athletic coaching certificate holders who are employed in a public school and render service as an athletic coach must complete these trainings.
