Job summary

Amtrak is seeking an Assistant Division Engineer (ADE) for the New York Sub-Division to lead safety, quality, and productivity initiatives on the infrastructure program.

You will supervise an inspection, maintenance, and construction workforce, develop and monitor daily and weekly work plans, manage payroll and time-entry, coordinate with division leadership on capital and operating plans, and ensure compliance with FRA rules, company standards, and safety regulations to keep the network safe

Qualifications

• Bachelor’s degree or equivalent combination of training and experience.
• 7 years of prior relevant experience required.
• Qualified, or capable of qualifying, in MW-1000, NORAC, RWP, AMT-2, and FRA rules.

Job Summary

The Assistant Division Engineer (ADE) is the front-line leader of the New York sub-Division in all matters related to Safety, Quality, and Productivity. This position is responsible for overseeing an agreement and non-agreement workforce in the inspection, maintenance, and construction of all infrastructure to ensure safe work practices are employed, work plans are executed efficiently and effectively, and that the infrastructure is maintained in safe and dependable condition.

Essential Functions

• Drive continuous improvement in safety performance through direct oversight of field activities, administration of effective efficiency testing, and taking a leadership role in the development of work plans.
• Conduct inspections for assigned craftson-time and in compliance with Amtrak and Regulatory requirements and standard.
• Provide technical expertise to ensure all work is performed in accordance with relevant standard, specifications, and guidelines.
• Plan and monitor the daily/weekly work plans to ensure proper prioritization of work, efficient utilization of limited resources (track usage, force account, equipment, etc.) to ensure all aspects of the infrastructure meet or exceed current Amtrak standards and comply with all relevant regulatory requirements and standards.
• Oversee all administrative activities of the sub-Division including, but not limited to, payroll and time-entry management, workforce scheduling, operating and capital budgeting, safety management, inspection scheduling and compliance, etc.
• In coordination with Division Leadership, develop annual operating and capital investment plans that target critical priorities and drive improvement in the safety and reliability of the Sub-Division infrastructure.

Minimum Qualifications

• Bachelor’s Degree or equivalent combination of training, education and relevant experience
• 7 years of prior relevant experience required
• Qualified, or capable of qualifying, in MW-1000, NORAC, RWP, AMT-2, and applicable FRA Rules and Regulations

Preferred Qualifications

• Bachelor’s Degree in a relevant major. (i.e. Engineering) or equivalent combination of training, education and relevant experience
• 9 years of prior relevant experience preferred
• 4 years of relevant leadership experience

Knowledge, Skills, and Abilities

• Proficient in the Microsoft Office Suite of tools (or equivalent)
• Knowledge of railroad operations and maintenance/construction processes and procedures
• Familiarity with Maximo (or similar work and asset management software) and timekeeping solutions employed in a unionized environment
• Ability to lead and oversee the inspection, testing, maintenance, and construction of assets in accordance with FRA and/or railroad regulations and policies.
• Ability to read, understand, and manage to an operating and capital budget
• Experience in Project Management, Program Management, Work and Asset Management
• Demonstrated experience as a safety leader in a railroad, transit, or other safety-critical environment.

Environmental Conditions/Physical Demands

The salary/hourly range is $124,600.00 – $161,352.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
