Job summary

Jefferson Health seeks an Associate Vice President, Stars to lead all aspects of Medicare Stars strategy, evaluation, and improvement. You will support senior management with strategic planning, projects, and activities related to Stars performance and projection.

You will guide the Stars team, provide analyses to executive leadership, and drive cross-functional initiatives to enhance STAR measures and compliance with CMS requirements.

Qualifications

• Bachelor's degree required.
• 5+ years in managed care/indemnity insurance with data extraction, analysis and reporting; 4+ years in a management role.
• 2 years Medicare Stars program management.
• Strong leadership to drive enterprise-wide quality strategy and STAR performance.

Responsibilities

• Lead Medicare Stars strategy, reporting, forecasting and performance improvement initiatives.

Job Duties

• Lead Medicare Stars strategy, reporting, forecasting, and performance improvement initiatives to achieve organizational quality goals.
• Serve as the organizational subject matter expert on Medicare Stars, quality measures, CMS requirements, and industry best practices.
• Direct and develop the Stars team, ensuring achievement of departmental objectives, project milestones, and service expectations.
• Provide senior leadership with regular updates, analyses, and recommendations related to Stars performance and improvement opportunities.
• Drive cross-functional collaboration to design, implement, and monitor quality initiatives that improve Medicare Stars outcomes.
• Monitor regulatory and industry developments, translating changes into actionable strategies and operational enhancements.
• Develop and deliver enterprise-wide education and training on Medicare quality, Stars measures, customer service, and compliance requirements.
• Partner with internal and external stakeholders to identify best practices, implement program enhancements, and advance organizational quality strategies.
• Oversee Stars-related regulatory documentation, audit readiness, and accreditation activities while fostering a high-performing, engaged team culture.

Minimum Qualifications

• Bachelor's Degree
• 5 years 5 years of experience in managed care and/or indemnity insurance directly involved with data extraction, analysis and reporting functions, with a minimum of 4 years in a management position.
• 2 years Medicare Stars program management
• Relentless, results-oriented approach to measure improvement, with consistent follow-through on milestones, dependencies, risks, and corrective actions until targeted outcomes are achieved.
• Demonstrated leadership in developing and executing an enterprise-wide Medicare Stars strategy that establishes a clear path to improved measure performance and overall Star ratings.
• Ability to synthesize current and historical data from across the organization, identify performance trends and root causes, and translate findings into prioritized, measure-specific improvement strategies.
• Strong command of Medicare Stars methodology, measure specifications, rating projections, quality improvement practices, and the operational levers that influence performance.
• Ability to establish and lead a disciplined daily operating cadence with key contributors, using focused meetings to review results, address barriers, confirm ownership, and accelerate execution.
• Proven ability to align and influence cross-functional partners across quality, clinical operations, pharmacy, analytics, provider engagement, member experience, finance, compliance, and other relevant areas.
• Strong problem-solving, quantitative, and analytical skills, including the ability to evaluate data quality, interpret complex performance information, and make timely, evidence-based decisions.
• Ability to create and communicate clear Medicare Stars reports, projections, dashboards, charts, and executive-level presentations that convert technical findings into actionable business priorities.
• Exceptional written and oral communication skills, including the ability to lead effective group discussions, explain technical concepts to non-technical audiences, and translate business needs for technical teams.
• Demonstrated project and change leadership skills, with the ability to manage multiple priorities, maintain accountability across workstreams, and adapt rapidly as performance needs or CMS requirements change.
• Proven ability to lead, mentor, and manage highly skilled staff while fostering collaboration, initiative, transparency, and sustained focus on organizational goals.
