POSITION DESCRIPTION
POSITION TITLE: Associate Vice President of Asset Management
PAY RANGE/GRADE: $90,000 - $110,00 Commensurate with Experience /Grade 9
ESSENTIAL FUNCTIONS

The Associate Vice President of Asset Management plays a central role in asset management pertaining to Bickerdike’s real estate holdings, presently including 15 affordable rental housing properties, consisting of 1,194 units in 145 buildings. Key responsibilities include financial monitoring and analysis, oversight of Property Management operations, policies and procedures, and compliance reporting. He/she works in conjunction with the Vice President of Asset Management to keep apprised of, and participate in as appropriate, the asset management of Bickerdike’s real estate holdings. In all instances, the Associate Vice President of Asset Management must perform in accordance with and be committed to the Bickerdike Mission.

The position requires the ability to plan, organize, and execute tasks; analyze information, make informed decisions, concentrate, use critical thinking and reasoning skills, and monitor and regulate behavior and emotions. Read, review, comprehend, evaluate, and interpret technical materials and data. A high level of analytical and leadership skills, strategic and capital planning, policy formulation, and compliance monitoring and reporting are required.

RESPONSIBILITIES
  • Ensure and monitor the financial soundness of Bickerdike’s real estate portfolio. Develop and utilize tools to continuously monitor the financial position of Bickerdike’s real estate through Property Management key performance indicators, including leasing and occupancy, collections, and overall financial performance. Participate in implementing strategies for strengthening financial position, when warranted, including crisis management and workouts.
  • Maintain a thorough understanding of the principles and practices of affordable real estate property management, including funder, regulatory, and other policies affecting Bickerdike’s housing portfolio. Maintain a deep knowledge of tools used to finance affordable housing development, including LIHTC, IAHTC, HOME, Project Based Section 8, Project Based Vouchers, among others.
  • Participate in compliance reporting to investment partners and monitoring agencies, including follow up with any required correction actions. Oversee Bickerdike’s REO schedule and reporting. Advocate for a fair approach to compliance. Participate in policy discussions and policymaking to protect Bickerdike’s assets.
  • Work closely with the Property Management team to monitor and ensure compliance with all regulatory requirements and rules related to our funding sources. Work collaboratively to develop and improve Property Management policies and procedures. Monitor the staff time utilization and balance among leasing, collections, and compliance activities to ensure optimal operations.
  • Coordinate with Bickerdike’s Housing Development department regarding projects under development and construction on compliance and related matters, including project turnover.
  • Monitor and ensure the integration and optimal utilization of technology in the management of Bickerdike’s assets, using One Site, HappyCo, MRI and other technology systems and software to track project performance, report on key project indicators and lead efforts to improve project performance.
  • Monitor Housing Assistance Payments (HAP) including review of HAP submissions, avoidance of most frequent errors, tenant file completion, terminations and reinstatement of terminated residents. Work with Property Management to resolve issues as necessary.
  • Provide support in protecting the legal interests of Bickerdike and its subsidiaries, including representing Bickerdike in Building Court cases.
  • Participate in management of commercial facilities. Assist with commercial lease- up, lease-renewals and lease negotiation process of Bickerdike owned properties.
  • Assist in the oversight and management of Bickerdike’s real estate property taxes, including but not limited to: processing real estate tax payments; tracking tax payment history; coordinating appeals and board of review filing with tax attorney; submitting county tax abatement filings; and promoting tax policies that insure the long-term sustainability of all Bickerdike properties. +
  • Assist in monitoring the physical health of Bickerdike’s assets through the oversight of regular maintenance and capital improvements planning. Participate in capital planning, coordination of capital work and recordkeeping on capital work carried out.
  • Assist with coordination of property inspections and site visits required by HUD, lenders, equity investors, insurance providers and other governmental agencies.
  • Play an active role in strategic planning, goal setting and policy formulation for the Asset Management department and the organization.
