Responsibilities

• Provide operational oversight for the HCH, MSAW, and Kern Lifeline programs.
• Plan, direct, implement, and assess care activities; address quality indicators.
• Ensure compliance with OSHA, ADA, CLIA, HIPAA, HRSA, TJC, and NCQA.
• Participate in performance improvement and advocacy activities.
• Develop, implement, and monitor standardized workflows to improve efficiency and satisfaction.
• Monitor budgets and financial goals for programs.
• Train and supervise staff including managers and case managers.
• Manage clinic schedules, resources, and staffing for service delivery.
• Provide administrative oversight for direct reports and growth.
• Conduct audits of patient records for accuracy and confidentiality.
• Build external relationships to secure funding opportunities.

We're looking for someone to join our team as an Associate Director-Special Programs who:

The Associate Director - Special Programs (AD) is responsible for providing strategic and operational leadership in Fresno and Kern County to the special population programs within Clinica Sierra Vista’s (CSV) regional areas of operation. This includes direct oversight of the ECM and Health Insurance teams, ensuring high-quality care delivery, operational efficiency, and adherence to regulatory requirements. The AD serves as a key collaborator with executive leadership and clinical teams to achieve organizational goals while overseeing programs for Healthcare for the Homeless (HCH), Migrant Seasonal Agriculture Workers (MSAW), and Kern Lifeline initiatives.

Essential Functions:

• Provide operational oversight for the HCH, MSAW, and Kern Lifeline programs, ensuring best practices are exercised across all programs.
• Work collaboratively to plan, direct, implement, and assess practice goals and client care activities, identifying and addressing quality indicators.
• Ensure compliance with local, state, and federal regulations, including OSHA, ADA, CLIA, HIPAA, HRSA, TJC, and NCQA.
• Actively participate in performance improvement and advocacy activities that support patients and clients.
• Develop, implement, and monitor standardized workflows and operational processes to enhance efficiency and patient satisfaction.
• Monitor fiscal activities, ensuring programs operate within grant budgets and financial goals.
• Train and oversee staff, including Managers, Supervisors, case managers, and outreach workers, ensuring high performance and compliance.
• Manage and monitor clinic and program schedules, resource allocation, and staffing to optimize service delivery and accessibility.
• Provide administrative oversight for direct reports, fostering a culture of accountability, professional growth, and continuous improvement.
• Conduct audits to ensure accuracy and confidentiality of patient records.
• Build external relationships that lead to opportunities such as additional funding sources.
• Ensure timely submission of payroll and accounting records.
• Represent CSV’s HCH, MSAW, and Kern Lifeline teams at external meetings with local social agencies, making presentations as needed to stimulate public awareness of services offered.
• Participate in the implementation and optimization of the EPIC EHR system and other technology platforms.
• Perform other duties as assigned to support organizational objectives.

You’ll be successful with the following qualifications:

• Bachelor’s degree in healthcare administration, Business Administration, or related field required; Master’s degree preferred or 10 years’ experience in Healthcare Administration with Clinic oversight.
• Minimum of 5 years of progressive experience in healthcare operations, with at least 3 years in a supervisory or management role.
• Experience in federally qualified health centers (FQHCs) strongly preferred.
• Skills and Competencies:
• Comprehensive understanding of clinic operations, including scheduling, billing, and patient management.
• Strong analytical skills, with the ability to interpret financial and operational data to drive decision-making.
• Must be able to work a full-time schedule
• Must be able to pass all pre-employment screening (background check, drug tests, and references)
• Must be able to comply with organizational behavioral standards.
