Job summary

Behavioral Health System Baltimore, Inc. is seeking an Associate Director of Rehabilitation & Treatment to lead adult services, strengthen community partnerships, and oversee key programs and contracts in a hybrid Baltimore, MD role.

The position reports to the Director of Adult Services and manages a three-person team, with a focus on strategic planning, program administration, and collaboration across system stakeholders to improve access and quality of care.

Qualifications

• Master’s Degree required with five years of research/administrative experience in behavioral health.
• Maryland licensure preferred but not required.
• Knowledge of behavioral health services and how they are delivered within Public Behavioral Health System.
• Understanding regulations, legislation, quality measures, and evidence-based practices in behavioral health.
• Knowledge of publicly financed behavioral health services and Baltimore City system.
• Commitment to equity and cultural competence.
• Proficient in program administration, governance, financial management, data collection and reporting, and communications.
• Ability to manage a comprehensive service array of mental health and substance use disorder services.
• Ability to analyze service delivery and system-level challenges and implement solutions.
• Strong independent judgment and problem-solving abilities.
• Experience using data to inform program and system management.
• Ability to work with community organizations, stakeholders, and consumers/families.
• Ability to develop and lead collaborative teams; coach and mentor staff.

Responsibilities

• Provide personnel management, supervision and support to staff within the Adult Services team.
• Oversee day-to-day activities of Adult Services staff including budgeting, planning, recruitment, development, and performance monitoring.
• Develop and manage the Adult Services contract portfolio with quality indicators and budgeting coordination.
• Collaborate with BHSB staff to improve coordination of services.
• Lead contract management, budgeting, and renewal processes for assigned service lines.
• Serve as primary agency contact for service lines and coordinate with providers and stakeholders.
• Use data to evaluate service delivery, identify gaps, and propose improvements.
• Participate in RFP processes and prepare project reports.
