Oversees facilities operations, construction management, and life-safety programs for Catholic Charities Housing Services (CCHS), affiliated organizations, and contracted third-party clients.

Provides strategic leadership for operations and maintenance of physical assets, including multi-family housing communities, office buildings, administrative facilities, community service facilities, vehicles, and related infrastructure.

Serves as Construction Manager and Owner's Representative for new construction, rehabilitation, preservation, infrastructure, and capital improvement projects, ensuring projects are completed on schedule, within budget, and in compliance with quality, safety, and funding requirements.

Responsibilities

Facilities Operations, Asset Preservation, and Organizational Support

• Develops and implements facilities policies, procedures, preventative maintenance programs, and long-range capital replacement plans in collaboration with Asset Management to preserve facilities, building systems, grounds, vehicles, and infrastructure.
• Provides direct supervision, guidance, mentorship, and performance management to Facilities Managers responsible for multi-family housing and commercial/office facilities operations.
• Oversees maintenance, janitorial, groundskeeping, and contracted service operations throughout the CCHS portfolio.
• Conducts facility condition assessments and develops recommendations for repairs, replacements, rehabilitation activities, and capital investments with Asset Management.
• Works collaboratively with program staff to support organizational goals and protect physical assets.
• Travels regularly throughout the CCHS service area to inspect facilities, oversee projects, and support operational activities.

Construction Management, Capital Planning, and Financial Oversight (in collaboration with Development and Asset Management programs)

• Develops and manages departmental budgets, capital improvement budgets, project budgets, and lifecycle replacement schedules for facilities, equipment, and infrastructure.
• Manages major capital improvement, rehabilitation, preservation, infrastructure, and new construction projects, including development, procurement, scheduling, budget oversight, quality control, and closeout.
• Coordinates with architects, engineers, contractors, consultants, agencies, utilities, and funding partners; reviews contracts, change orders, payment requests, and closeout documentation; and ensures vendor performance and contract compliance.
• Reviews and approves invoices for construction projects, maintenance contracts, utilities, and facility-related expenditures.

Compliance, Safety, Emergency Response, and Reporting

• Ensures compliance with local, state, and federal regulations related to building codes, fire codes, ADA accessibility requirements, environmental regulations, and life-safety standards.
• Oversees workplace safety policies and procedures and ensures compliance with OSHA requirements.
• Oversees emergency preparedness, disaster recovery, business continuity, and incident response procedures.
• Coordinates investigations and response activities involving facility damage or emergency situations.
• Prepares reports, presentations, and recommendations for senior leadership, executive management, and the Board of Directors.
• Available after hours for emergency response, weather-related events, facility failures, or other urgent operational matters.

Qualifications: Job Requirements

Physical Requirements

This position is primarily administrative and supervisory, with regular travel to properties, offices, construction sites, and project locations. Physical demands include sitting, standing, walking, driving, using a computer and phone, attending meetings, conducting site inspections, walking uneven surfaces, climbing stairs, and observing active construction or maintenance activities. Occasional bending, reaching, kneeling, or lifting may be required during inspections or emergency response. These physical demands are required with or without reasonable accommodation.

Non-Physical Requirements

Education

• Bachelor's Degree in Construction Management, Facilities Management, Engineering, Architecture, Business Administration, Real Estate Development, Project Management, or related field preferred.
• Equivalent combinations of education and experience sufficient to successfully perform the essential duties of the position may be considered.

Experience

• Ten (10) years of progressively responsible experience in facilities management, construction management, property operations, building maintenance, or a related field required
• Experience managing capital projects, construction activities, budgets, contractors, consultants, vendors, and operating or capital budgets required
• Experience managing managers, supervisors, or multi-disciplinary teams highly preferred.
• Experience as an Owner's Representative, Project Manager, Construction Manager, or similar leadership role preferred.
• Affordable housing, nonprofit, or public facilities, experience preferred.

Special Skills

• Strong knowledge of building systems, construction management, project delivery, safety compliance, and applicable building, fire, ADA, and OSHA requirements.
• Ability to read and interpret architectural drawings, engineering plans, specifications, and construction contracts.
• Excellent leadership, communication, organization, project management, analytical, and problem-solving skills.
• Ability to work independently, manage multiple priorities, and collaborate effectively with people from diverse social and economic backgrounds.
• Working knowledge of Microsoft Office, project management software, basic accounting and finance principles, and property management software such as Yardi preferred.
• Bilingual English/Spanish preferred.

Licensure, Registration, Certification

• Valid Washington State driver's license and agency minimum required liability insurance.
• Must be deemed insurable as determined by Catholic Charities' liability insurance provider.
• Professional certifications such as Certified Construction Manager (CCM), Project Management Professional (PMP), Facilities Management Professional (FMP), or Certified Facility Manager (CFM) preferred.

Employment is Conditional Upon

• Being cleared by criminal background check and fingerprinting when required

Work Schedule

Monday-Friday, 8:00am - 5:00pm

Wage Range

$117,000-$137,000 per year, depending on experience
