Job summary

The North Carolina Department of Environmental Quality (DEQ) is seeking an Engineer III (NS) in its DEMLR division to supervise the Engineering Review Program related to dam safety. You will lead technical reviews, permitting, inspections, and enforcement efforts to protect the public and environment across North Carolina.

Ideal candidates will hold a Bachelor's degree in engineering and a PE license (or obtain one within nine months).

Qualifications

  • Bachelor’s degree in an applicable field of engineering and four years of progressively responsible experience.
  • Must possess a valid Professional Engineer (PE) License or obtain one within nine months of start date.
  • Obtaining and maintaining a PE license is a continuing condition of employment.

Responsibilities

  • Supervise and manage the Engineering Review Program for dam safety reviews, permitting, inspections, and enforcement.
  • Provide expert engineering support to central and regional staff, outside agencies, engineers, and stakeholders.
  • Train regional staff on dam inspection procedures, records, and responses to owners.
  • Ensure records of dam conditions are kept and coordinate with Emergency Management during incidents.
  • Review geotechnical and hydrologic reports and supervise a team within the Dam Safety Program.

Description Of Work

This position is primarily responsible for Supervision and Management of the Engineering Review Program with responsibilities for review of technical and professional engineering work as it relates to dam emergency action planning, construction, modification, repair, breach, or removal. Duties include engineering review, permitting, inspections, enforcement, and implementation of the statewide Dam Safety Program policies, strategies and rules designed to protect the people and environment of North Carolina from improper operation, maintenance or failure of a regulated dam. This position is tasked to be the primary assistant to the State Dam Safety Engineer with management of the state regulatory program responsible for more than 3,000+ regulated dams in North Carolina.


Key Responsibilities


  • Provide expert technical and engineering assistance to central staff, regional staff, other state agencies, the development community, engineers, industry, local governments and dam owners in the implementation of required dam safety policies, rules and law

  • Train the staff in the regional offices on the procedures for inspection of dams, record keeping, and response to owners

  • Assist in assurance that records of the condition of each regulated dam are kept

  • Work with the Division of Emergency Management to provide technical assistance in emergency situations as coordinated with other Division Program Supervisors and Managers and is the third person on the emergency contact tree by EM for a Dam Safety Emergency

  • Assist the Dam Safety Program by performing and reviewing geotechnical reports & models and hydrologic and hydraulic reports and models for regulated dams in North Carolina

  • Supervise a team of Engineers within the Dam Safety Program

Supplemental Information

The Division of Energy, Mineral, and Land Resources (DEMLR) is comprised of two Sections: Land Quality and Geological Survey. For more information: The Land Quality Section is responsible for the administration of four regulatory programs: Dam Safety program as authorized by the Dam Safety Act of 1967, Mining Program as authorized by the Minding Act of 1971, Sediment Program as authorized by the Sedimentation Pollution Control Act of 1973 and Stormwater Program as authorized by State Statutes and the federal Clean Water Act. DEMLR collects permit fees and issues permits for mines, dams, sedimentation control for construction sites, and stormwater permits for various activities and refers enforcement cases to the Attorney General’s Office.


DEMLR is responsible for scheduling, organizing and transcribing minutes of the North Carolina Mining Commission and the Sedimentation Control Commission as well as reporting to the Environmental Management Commission regarding dam safety and stormwater matters.


The N.C. Geological Survey (NCGS) Section’s mission is to provide unbiased and technically accurate applied earth science scientific information to address societal needs. This includes geologic maps, mineral resource and geochemical information, topographic maps and digital products, and earth science education initiatives. The NCGS “…examines, surveys, and maps the geology, mineral resources, and topography of the state” and encourages the wise conservation and use of geologic resources by industry, commerce, agriculture and government agencies for the general welfare of the citizens of North Carolina. The results of the NCGS research are documented in Bulletins, Open File Reports, Information Circulars, Special Publications, and Geologic Map Series. The NCGS along with DEMLR provide staff to the Oil and Gas Commission.

Minimum Education And Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.


Must possess a valid Professional Engineer's (PE) License or obtain a valid PE License within nine (9) months of the start date for the position.


Obtaining and maintaining a valid PE license is a continuing condition of employment. Failure to obtain a valid PE license within 9 months of the position's start date will result in separation from employment.
