Job summary

Overland Contracting Inc is seeking an experienced Site Manager to lead the construction, startup, and turnover of simple cycle and combined cycle power projects on a major site in the southwestern United States. You will coordinate with craft labor, subcontractors, suppliers, startup teams, and the owner to ensure safe, high‑quality execution from mobilization through commissioning and turnover.

Qualifications

  • 5+ years experience on similar projects in construction management role, with a Bachelor's degree.
  • 8+ years experience with 3 years at superintendent level or above on large projects, or in construction management role on smaller projects without a Bachelor's degree.

Job Summary

In this role, you will lead the successful construction, startup, and turnover of simple cycle and combined cycle power projects. You will provide day-to-day leadership for the site team, coordinate closely with craft labor, subcontractors, suppliers, startup teams, and the owner, and help drive safe, high‑quality execution from mobilization through commissioning. As the primary site representative for Black & Veatch, you will use your construction leadership experience to align resources, solve field challenges, and support project strategies that keep schedule, budget, safety, and quality goals on track.

Key Responsibilities

Lead, update, and refine the Construction Execution Plan to support safe and efficient delivery of simple cycle and combined cycle construction activities.

Oversee the full construction effort, including equipment erection, direct-hire craft labor, subcontractor coordination, suppliers, startup and testing activities, and owner interface.

Manage construction and startup costs to support established project budgets while maintaining focus on safety, quality, and schedule performance.

Review, analyze, and report on monthly construction budget, schedule, and quality performance; identify risks early and take action to keep the project aligned with plan.

Directs implementation of established project controls processes and procedures.

Build strong working relationships with clients, owners, alliance partners, craft professionals, subcontractors, and suppliers to promote collaboration and trust on site.

Lead the site management team and create an environment where field teams can perform at a high level.

Directs implementation of construction management procedures.

Champion project Safety & Health and Loss Control procedures, ensuring the team works toward agreed safety targets and maintains a strong safety culture.

Drive implementation of project quality assurance procedures to help ensure construction work meets established quality expectations.

Support commissioning and testing readiness by ensuring the appropriate site resources, coordination, and priorities are in place.

Directs implementation of site materials management procedures.

Approves field purchases, equipment rentals, extra work authorizations, subcontractor progress and final payments, B&V professional time sheets, and B&V professional expense reimbursements.

Directs change order management for subcontracts.

Coordinates with project manager to identify and execute change orders to contract with owner.

Directs the resolution of all back charges, collection of conformed to construction records, and other contract closeout activities.

Establishes site staffing needs and coordinates with Project Manager and construction department to staff site office.

Mentor site staff, promote team building across internal and external partners, and help maintain positive morale throughout the project lifecycle.

Adheres to Safety, Quality, Ethical Standards, Lessons Learned, and Performance Management programs in accordance with BV Policies, Standards, Guides, and Contractual commitments.

Is responsible for producing and implementing site specific procedures as required. Identifies and assesses improvement opportunities which will add value.

Champion LEAN construction practices and continuous improvement efforts that enhance field execution and project outcomes.

Assesses and supports the change management effects associated with the implementation of improvements.

Encourage site staff to identify, support, and participate in continuous improvement opportunities that add value to the project.

When required, serve as project manager for a multidiscipline project team, supporting coordination across engineering, construction, startup, and project controls.

Conducts the monthly contractor management meetings.

Participates in the weekly contractor meetings.

Participates in the weekly site coordination meeting with all onsite contractors.

Directs collection of conformed-to-construction records and other contract closeout activities.

Preferred Qualifications

10+ years of experience in conventional power generation construction, with preference for simple cycle and combined cycle projects, including at least 3 years of experience as a Site Manager; Bachelor's degree preferred.

In lieu of a degree, 15+ years of relevant construction experience, including 5+ years in a construction management role on similar power generation projects or 3 years as a Site Manager.

Self-perform/direct-hire construction experience is strongly preferred, especially in simple cycle or combined cycle power construction environments.

Minimum Qualifications

5+ years experienceon similar projects in construction management role with a Bachelor's degree.

8+ years experiencewith 3 years at superintendent level or above on large projects, or in construction management role on smaller projects without a Bachelor's degree.

Physical Demands:

  • Lift and carry heavy items weighing up to 50 pounds.
