Job summary

The State of South Carolina Department of Transportation is seeking a dedicated administrator to lead the Charleston Maintenance unit. You will organize and coordinate staff, oversee maintenance contracts, manage budgets and reports, and supervise personnel activities including EPMS reviews and job descriptions.

You will work to align maintenance plans with county business goals, handle work requests efficiently, and assist in responding to public complaints and emergencies across the state.

Qualifications

  • A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and three (3) years of engineering or construction management work experience; or an approved acceptable equivalence.

Responsibilities

Serves as ARME and assists the RME with organizing, planning and coordinating the activities of employees of the Charleston Maintenance unit. Ensures that the unit operates effectively and efficiently during normal and emergency operations. Manages the maintenance contract process. Work includes preparing quantities, inspecting contract work, and processing payments for contracts such as routing mowing, brush management, herbicide operations, concrete repair, and any other contract work performed. Assist RME with the creation and implementation of the county Business Plan. Supervises the coordination of maintenance plans to ensure the business goals of the unit are met. Responsible for personnel matters including Employee Performance Management System (EPMS) reviews, position description generation and updates, disciplinary actions, and various other personnel procedures. Manages the Work Request Process. Work includes efficient work request completion using Plan Work or Planned area of High-volume complaints. Assists RME in researching data and providing technical assistance in preparing reports for budgets, resurfacing, and other short and long-term programs. Assists RME in investing public complaints, work requests, and damage claims. Recommends corrective action and ensure completion. Performs other related duties as assigned.

Physical Requirements

Physical Requirement: The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position requires driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise. Must be able to work outside in various weather conditions, subject to dust, excessive noise, and traffic hazards for extended periods of time. Required to work additional hours on occasion during inclement weather or emergency situations. May require overnight stay on occasion due to training conference or to provide assistance in other parts of the state during severe inclement weather or emergency situations.
