Qualifications

  • Bachelor’s degree in quality management, engineering, or related field; or equivalent.
  • Typically five+ years of quality management/QA in building projects.
  • ICC master inspector certification or CQE/NAVFAC CQM preferred.
  • Experience in both public and private sector projects is a plus.

Responsibilities

  • Develop and implement quality management systems to meet standards.
  • Collaborate with project teams to set quality objectives and QA activities.
  • Conduct audits/assessments to identify improvements and ensure compliance.
  • Manage and resolve quality issues in a timely manner.
  • Prepare detailed quality reports for internal/external stakeholders.
  • Maintain knowledge of industry regulations and safety standards.
  • Coordinate with departments to support quality initiatives.
  • Provide training and support on QA processes to staff.
  • Foster relationships with clients, contractors, and regulators.
  • Assist audits by regulatory bodies and clients to ensure compliance.
  • Participate in team and Owner meetings; provide status updates.
  • Mentor junior staff and handle special projects as assigned.

Job description

The Assistant Quality Manager is responsible for supporting the development and implementation of quality assurance and quality control processes to ensure construction projects meet established standards and client specifications. This role involves collaborating closely with project managers, engineers, contractors, and regulatory bodies to monitor construction activities, conduct inspections, and verify compliance with industry regulations and safety standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Assists in developing and implementing quality management systems and processes to ensure compliance with industry standards and project requirements.
  • Collaborates with project teams to establish quality objectives and oversees quality assurance activities.
  • Conducts regular audits and assessments to identify areas for improvement and ensures adherence to quality standards.
  • Manages and resolves quality issues in a timely and efficient manner.
  • Prepares detailed quality reports and documentation for internal and external stakeholders.
  • Maintains up-to-date knowledge of industry regulations, standards, and best practices, ensuring all projects meet necessary compliance requirements.
  • Coordinates with multiple departments, including project management and engineering, to support quality initiatives.
  • Provides training and support to staff on quality assurance processes and procedures.
  • Fosters strong relationships with clients, contractors, and regulatory bodies to ensure project success.
  • Assists in preparing for audits by regulatory bodies and clients, ensuring all construction activities comply with legal and contractual requirements.
  • Participates in team and Owner meetings; provides summary updates of status of the quality program.
  • Mentors more junior staff.
  • Other special projects as assigned.
TECHNICAL SKILLS AND KNOWLEDGE REQUIRED
  • Solid understanding of three phase QC.
  • Strong understanding of Built-In Quality.
  • Proven knowledge of quality assurance methodologies, tools, and standards (e.g., ISO, HCAI, DSA, NAVFAC/USACE CQM,).
  • Advanced knowledge of MS Office and Quality Management software.
  • Ability to learn new software quickly.
  • Strong understanding of Jurisdictional process and compliance.
  • Proven understanding of applicable codes, standards, and compliance requirements.
  • Experience managing close out and commissioning of projects.
  • Capable of analyzing data, identifying trends, and offering insights into Quality improvements.

REQUIRED EDUCATION AND EXPERIENCE

Bachelor’s degree in quality management, engineering, or a related field or equivalent preferred. Typically, a minimum of five years’ experience in quality management, quality assurance as a Building Inspector, Inspector of Record (IOR) or special inspector with a minimum ICC master special Inspector certification with experience in both public and private sector projects. Certification such as Certified Quality Engineer (CQE), International Code Council (ICC) or NAVFAC CQM or ICC Combination Inspector, HCAI Class A IOR, DSA Class 1 or 2 IOR certification is preferred.

PHYSICAL REQUIREMENTS

Performance of the required duties will require physical ability to climb permanent and temporary stairs, passenger use of construction personnel hoists, ability to climb ladders and negotiate work areas under construction Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus Performing this job requires use of hands to finger, handle, or feel objects, tools or controls, sit, talk, hear, stand, climb, balance, stoop, kneel, crouch, or crawl While performing the duties of this job, the employee regularly works on-site at the construction work site where the employee is exposed to moving mechanical parts; high precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock The noise in these work environments is usually moderate to very loud This is a general statement of required major duties and responsibilities performed on a regular and continuous basis. It does not exclude other duties as assigned.
