Qualifications

  • Five or more years of multifamily property management or leasing experience.
  • Experience at a conventional market-rate community, ideally 200+ units.
  • Hands-on collections and delinquency experience.
  • Knowledge of DC landlord/tenant requirements, licensing, Fair Housing, Section 504, and ADA.
  • Experience leading or coaching leasing and front-line staff.
  • Proficiency with property management software; Yardi Voyager a strong plus.

About the Opportunity

Horning is hiring an Assistant Property Manager for Cloisters, a 352-unit apartment community at 100 Michigan Avenue NE in Northeast Washington, DC, near the Washington Hospital Center campus and Catholic University. Cloisters is the largest conventional community in our portfolio, and this is the second-in-command seat on that team.

This is a market-rate community. There is no tax credit program, no HUD contract, and the building is not subject to DC rent stabilization, so your day is not built around recertifications and compliance calendars. It is built around leasing velocity, renewals, collections, and turnover at real volume. Three hundred fifty-two homes generate steady traffic, steady move-ins, and steady move-outs, and this role owns the execution end of all of it.

You will partner with the Property Manager on daily operations and help lead the on-site office team, including the Leasing Manager, the Leasing Consultant, and the Resident Services Coordinator. You will work alongside a full maintenance team led by the Maintenance Supervisor on turns, work orders, and unit readiness.

If you have run the second chair at a large conventional community, know how to hold a renewal calendar and a delinquency list at the same time, and want a property with enough volume to build a real track record on, we want to meet you.

What You’ll Do
  • Partner with the Property Manager on the daily operations of a 352-unit community, including office coverage and scheduling, and help lead and develop the on-site office team.
  • Monitor leasing activity in Yardi Voyager, including advertising sources, traffic, guest cards, applications, and conversion, and keep leasing reports accurate and current.
  • Review and approve applications against Horning tenant selection criteria, and ensure screening decisions are documented and applied consistently in accordance with Fair Housing requirements.
  • Prepare and execute leases, complete move-in files, and ensure every new resident file is accurate and audit-ready.
  • Own the lease renewal process end to end: build and hold the renewal calendar, prepare and deliver renewal offers on schedule, and drive retention as the primary lever on revenue at a property of this size.
  • Own rent collection and delinquency follow-up day to day, including resident outreach, payment arrangements, ledger accuracy, and preparation of legal filings and DC landlord and tenant paperwork per Horning policy.
  • Own the notice-to-vacate, move-out, and turnover workflow: perform move-out inspections, complete move-out transmittals and disposition paperwork within required timeframes, and partner with the Maintenance Supervisor to turn units quickly and reduce rent loss.
  • Coordinate daily with the maintenance team on work order flow and unit readiness, and confirm completed work meets standard before a unit is released for move-in.
  • Maintain compliance with DC rental licensing, housing code and fire inspections, DC landlord and tenant law, Fair Housing, Section 504, and ADA requirements, and drive correction of any findings to closure.
  • Respond to escalated resident concerns quickly and professionally, follow issues through to confirmed resolution, and support resident retention and community events.
  • Provide day-to-day direction, on-the-job training, and coaching to the Leasing Manager, Leasing Consultant, and Resident Services Coordinator in partnership with the Property Manager.
  • Act for the Property Manager in her absence, including signing leases, approving routine expenditures within authority, and serving as the escalation point for the site.
  • Prepare reports for property and regional leadership, process invoices, and manage marketing and office supply purchasing within budget.
What You’ll Bring
  • Five or more years of multifamily property management or leasing experience, including prior Assistant Property Manager experience or equivalent second-in-command responsibility.
  • Demonstrated experience at a conventional market-rate community, ideally 200 units or larger, where leasing velocity and renewal performance drive the results.
  • Hands-on collections and delinquency experience, including resident outreach, payment arrangements, and preparing matters for legal filing.
  • Working knowledge of DC landlord and tenant requirements, DC rental licensing, Fair Housing, Section 504, and ADA, or the ability to come up to speed quickly.
  • Experience leading or coaching leasing and front-line staff, and comfort holding a quality and service standard with the team.
  • Proficiency with property management software; Yardi Voyager a strong plus. Comfort with Excel, Word, and Outlook.
  • Strong organizational skills, with the ability to run a renewal calendar, a delinquency list, and a turn schedule at the same time without losing any of them.
  • High school diploma or GED required.
  • Valid driver’s license and reliable transportation.
  • Bilingual (English and Spanish) a plus.
Certifications
  • Preferred:National Apartment Leasing Professional (NALP) or Certified Apartment Manager (CAM).
  • Preferred:Accredited Residential Manager (ARM) or progress toward Certified Property Manager (CPM).
