Job summary

Turning Point of Central California seeks an Assistant Program Director I to lead day-to-day operations across multiple Fresno County sites. You will supervise licensed and unlicensed staff, ensure documentation quality, and coordinate with Program/Regional Directors to implement services.

The role requires strong leadership, clinical supervision skills, and compliance with California policies. Travel to rural sites and strong collaboration with community partners are essential.

Qualifications

  • Licensed clinician (LMFT/LCSW/LPCC) or licensed-for-supervision track with supervised licensure.
  • Ability to supervise program staff and provide clinical assessments and interventions.
  • Experience with record keeping, documentation, and client confidentiality per CA standards.
  • Proficient in MS Word, Excel, Outlook, PowerPoint and collaboration tools.

Responsibilities

  • Lead and support the rural mental health program with Program/Regional Directors.
  • Provide clinical supervision to licensed and unlicensed staff as qualified.
  • Train staff on agency policies, procedures and program requirements.
  • Direct PSC supervisors in managing their teams and duties.
  • Regularly review clinical practices and ensure quality treatment planning.
  • Review files for documentation completeness and case coordination.
  • Deliver mandated training on reporting, cultural competency and related areas.
  • Oversee staff in program procedures and ethical obligations, including confidentiality.
  • Conduct annual and ongoing supervisee evaluations and assignments.
  • Attend county meetings and coordinate with community partners.

Job description

JOB SUMMARY

The Assistant Program Director I reports to the Program Director and Regional Director and is responsible to assist the Program Director in the leadership and coordination of activities and to develop and manage the day-to-day program operations of mental health services sites in multiple sites in Fresno County rural areas.

ESSENTIAL JOB RESPONSIBILITIES
  1. Function as a member of the Turning Point Rural Mental Health leadership team, to assist in review, planning, organization, implementation, and evaluation of all program services and activities, under the direction of the Program and Regional Directors
  2. Provide individual and group clinical supervision, as required by licensing regulations, to all licensed and unlicensed treatment staff, if qualified.
  3. Provide direction and training to program staff to ensure staff is familiar with, understand, and comply with existing agency policy, procedures, and program requirements.
  4. Direct PSC supervisors in the management of their supervisory duties overseeing their PSC teams
  5. Consult regularly with supervising clinical mental health services staff, for the purpose of reviewing clinical intervention methods and ensuring quality treatment planning
  6. Review client files to ensure completion of all documentation requirements and evaluate the quality of case coordination activities for all clinical staff
  7. Provide training to staff as needed or as required on mandated reporting, cultural competency, and other applicable areas
  8. Train clinical staff in program procedures, specific work assignments and ethical/legal obligations, including client confidentiality
  9. Provide annual review, and ongoing evaluation/documentation of supervisees, including selection of work assignments, accuracy and completeness of work, productivity, disciplinary actions, and all functions related to work performance, as indicated
  10. Will complete and provide incident reports as needed
  11. Ability to work harmoniously with other community agencies and function as the lead contact person, within an assigned service area, for community and government programs
  12. Attend all relevant county behavioral health and community meetings and ensure program participation in rural community-based events and activities
  13. Facilitate staff meetings, treatment team meetings, and clinical meetings regularly
  14. Complete and comply with the agency on-boarding and termination policies and procedures
  15. Perform disciplinary actions as needed and comply with the agencies' progressive disciplinary policies and procedures
  16. Will think and act quickly and efficiently in emergencies
  17. Will drive on Agency business
  18. Physical presence at the office is required
  19. Ensure direct report staff follow the agency's timecard, PTO (Paid Time Off), and California's rest and meal period policies. Will monitor staff timesheets to ensure they are completed accurately
  20. Employees are expected to manage their cell phone use so that the Agency cell phone stipend covers all business usage. Any calls not covered by the stipend are to be made on a company landline phone
ESSENTIAL JOB REQUIREMENTS
  1. Licensed as an LMFT, LCSW, or LPCC (or a master's level clinician who is registered with the licensing body and who is working toward licensure under supervision of a licensed clinician may meet this requirement - or has a Masters in Psychology or Human Services and has a minimum of 5 years of experience in the mental health field.)
  2. Demonstrate knowledge and abilities to supervise program staff, to provide clinical assessments and interventions using individual, family, and group modalities
  3. Ability to supervise and train staff in record keeping, documentation procedures, and client/record confidentiality, as required by professional and legal standards in the State of California, and Turning Point of Central California Policy and Procedures
  4. Intermediate computer skills in Microsoft Word, Excel, Outlook and PowerPoint, Office 365, Teams, Zoom and other communication/meeting platforms
  5. Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required
  6. Ability to pass a pre-employment criminal background check
  7. Ability to pass a pre-employment drug screen and TB test
  8. Must maintain good relationships with current, future and past employees, co-workers, vendors, third party administrators, and others with whom the Agency is transacting business, and relate to them in a professional manner
ESSENTIAL JOB REQUIREMENTS FOR BILINGUAL SKILL
  1. Communicate effectively in written and spoken Spanish
  2. Required ability to communicate effectively with monolingual Spanish speaking clients and families for all clinical purposes
  3. Assist with phone calls for Spanish clients
  4. Other translation tasks as required
ESSENTIAL JOB REQUIREMENTS FOR BBS SUPERVISORS
  1. Licensed as an LMFT, LCSW, or LPCC for 2 years or more and is able to provide clinical supervision in accordance with the regulations of the California Board of Behavioral Science (BBS), to A.M.F.T., A.S.W., or A.P.C.C. staff
  2. Has taken or is able to take (required immediately after hire) BBS approved courses to become a valid BBS Supervisor of associate clinicians
  3. Demonstrate knowledge and abilities to supervise clinical staff, to provide clinical assessments and interventions using individual, family, and group modalities
  4. Expertise in supervising and training staff in record keeping, documentation procedures, and client/record confidentiality, as required by professional and legal standards in the State of California, and Turning Point of Central California Policy and Procedures
