Primary Duties

Parks Safety and Maintenance:

  • Routinely inspects MVF park areas and amenities to ensure proper care, maintenance, and safety of property. Coordinates repairs and maintenance as directed. Prepares written reports.
  • Assists in assigning and monitoring the work of the maintenance team related to cleaning and maintaining MVF properties.
  • Assist with oversight of maintenance of the MVF office, conducts inspections, and issues work requests. Serves as an emergency contact person for maintenance and security issues.
  • Monitors dam safety. Serves as the alternate dam operator, as per the MDE Lake Whetstone Emergency Action Plan.
  • Assist with snow removal operation during regular office hours and after-hours as needed.
  • Assists with tree management for MVF properties. Makes recommendations on removal of declining trees and for replacement/additional trees. Responds to tree related concerns from adjacent property owners, and completes periodic inspections of trees on MVF property line as directed.
  • Monitors the status of plantings and flowerbeds, requests needed maintenance, and recommends enhancements to plantings.
  • Regularly inspects County right-of-way (ROW) in Montgomery Village – reports potholes, utility issues, damaged curbs, storm drains, etc. to appropriate County departments. Keeps ROW clear of shopping carts and illegal signs in medians.
  • Develops public relations materials for press releases. Distributes materials as needed. Prepares information for seasonal recreation guide. Acts as Parks representative at weekly meetings with Communications staff.
  • Oversees the completion of monthly safety inspections for all MVF playground and needed repairs.
  • Assists with enforcement of MVF’s Parking Rules and Regulations for MVF-Owned Lots, including issuing violations and submitting approved vehicle for towing, and managing the permit parking program.
  • Covers duties of the Parks and Property Manager in their absence.
Projects and Budget Management
  • Assists the Parks and Property Manager with development of bid specifications, solicits and submits bids for approval, and supervises contractors on assigned projects. Assists in writing requests for proposals (RFPs) on assigned projects.
  • Assists in preparation of cost estimates, benefits, and budgetary implications of park improvement projects.
  • Assists with developing and monitoring Parks Division budget.
Special Events, Programming and Volunteer Management
  • Plans, assigns, supervises, and evaluates the work of volunteers performing park restoration projects. Coordinates on volunteer projects with the Montgomery Village Garden Club. Provides training and technical assistance with volunteer assignments.
  • Recruits, interviews, recommends for hire, trains, and supervises seasonal Conservation Corps staff. Coordinates projects and purchases supplies. May act as Conservation Corps Supervisor as needed.
  • Recruits, interviews, recommend for hire, trains, and supervises seasonal staff for Lake Whetstone Boat Dock Rental Program. Coordinates operation of the boat rental program including purchasing supplies. May cover the duties of the dock staff, as needed.
  • With assistance from the Parks and Property Manager, plan, coordinate, and manage the following Park Division events: Rake the Lake, Annual Fishing Rodeo, Shred Event, Boating Safety Day, all volunteer park clean ups/projects, and other park related programs as assigned.
  • Coordinates use of athletic fields. Authorizes permits for all MVF fields, and coordinates use for all groups, and organizations. Inspects fields to determine playability and works with the Parks and Property Manager to ensure the athletic fields are in appropriate condition for groups.
  • Assists with department wide special events (including July 4 Event and Pumpkin Race) and other programs as directed.
Other
  • Performs other duties as assigned.
  • The typical working hours for this position are Monday to Friday 7:30am to 4pm. However, this position includes working some evenings, weekends, and holidays depending on program needs.
Knowledge, Skills, and Abilities
  • Knowledge of natural resources and facility maintenance/ management.
  • Ability to use a variety of computer programs including Microsoft Word, Outlook, PowerPoint, and Excel.
  • Skill in the operation of hand tools and small boats.
  • Ability to apply natural resources principles, analyze data, and draw logical conclusions.
  • Ability to communicate effectively both orally and in writing.
  • Good knowledge of outdoor and water safety.
  • Ability to organize and supervise individuals and groups to perform paid and volunteer work.
  • Ability to work outdoors in varying weather conditions to accomplish essential job duties.
  • Ability to lift and move 40-lbs.
  • Position includes working some weekends, evenings, and holidays.
Minimum Qualifications
  • A Bachelor's Degree in Parks/Facility Management, Natural Resources Management, Ecology, Environmental Science, Recreation, or related field and one-year related experience; or any combination of education and experience which provides the required knowledge, skills, and abilities.
  • Must possess a valid driver's license.
Preferred Qualifications
  • Experience in developing work plans for land and resource management projects.
  • Certified Playground Safety Inspector (CPSI) or ability to obtain within first six months of employment.
  • Certification in first aid and CPR.
  • Maryland Basic Boating Safety Certificate or ability to obtain within first six months of employment.
