Job summary

The City of Bloomington, MN is seeking an assistant administrator for the Housing and Redevelopment Authority to oversee the Housing Choice Voucher program and HRA-owned properties, and to implement the Bring It Home program. This role also supports homeownership initiatives and coordinates with HUD and other agencies.

The position leads staff, manages budgets, and ensures compliance with federal, state, and local requirements while advancing equity and community development objectives.

Qualifications

  • Minimum qualifications include a bachelor’s or advanced degree and several years of administration experience in housing or community development.
  • Proficiency with Microsoft Excel, Word, and PowerPoint is required.
  • Experience with housing programs, real estate, and project management is preferred.

Responsibilities

Job description

Primary Objective

The City of Bloomington is seeking an individual for an assistant administrator role in the Housing and Redevelopment Authority (HRA) for the City of Bloomington. This individual is primarily responsible for administering the Housing Choice Voucher (HCV) program and overseeing properties owned by the HRA. Implementation of the new State-funded Bring It Home program and support for initiatives advancing homeownership are also critical functions of this role.

Round one interviews are expected to take place on September 9 and September 11.

Examples of Duties
  • Manage housing assistance and services and homeownership programs, including administration of the Housing Choice Voucher program for 750 program participants
  • Evaluate financial information such as utilization rate and spending projections to assess financial health of the HCV program, and design responses to the data and external factors to ensure continued financial success
  • Develop and administer HCV program policies in the Administrative Plan
  • Oversee property management for the HRA’s portfolio of 41 scattered site single-family homes, comprised of the Assisted Rental program (Project Based Vouchers) and the Rental Homes for Future Homebuyers program
  • Guide implementation of the new State funding Bring It Home Rental Assistance program
  • Administrate grant processes, including applications, timely reporting, and compliance with Federal, State, Metropolitan Council, Hennepin County, and other agency’s requirements
  • Monitor, evaluate, and interpret notices and communicate with local representatives of the U.S. Department of Housing and Urban Development (HUD) to ensure full and continued program compliance
  • Supervise and support a team of staff, ensuring that they are trained and equipped to perform their roles, monitor performance, and encourage or coordinate professional development and training
  • Procure and manage professional services and/or maintenance contracts as needed and monitor contracts for compliance
  • Assist with preparation of the annual budgets, and related City/HRA fund(s)
  • Monitor budgets and tracking expenditures for housing assistance programs
  • Build collaborative relationships within Community Development Department and other City departments, government agencies, property owners, and non-profit organizations
  • Prepare and conduct presentation of reports, program descriptions, and recommendations for action and other communications to City Council, HRA, and other commissions or community groups as needed
  • Maintain and expand knowledge of housing, finance, real estate, and development, including understanding of laws , regulations , and compliance requirements
  • Prepare and coordinate Requests for Qualifications (RFQ), Request for Proposals (RFP), Requests for Information (RFI)and/or Notice of Funding Opportunity (NOFO) for the administration of housing assistance and homeownership programs
  • Assist with strategic planning activities
  • Perform other duties as apparent or assigned

Minimum Qualifications
  • Candidates must possess one of the following education or experience criteria:
  • Bachelor’s degree in Planning , Urban Affairs, Public Administration, Business Administration, Real Estate, or a similar field and three years of experience in public agency or private organization administration OR
  • Associate’s degree in Planning , Urban Affairs, Public Administration, Business Administration, Real Estate, or a similar field and five years of experience in public agency or private organization administration OR
  • Seven years of experience in public agency or private organization administration
  • 3 years of progressively responsible work experience in public agency or private organization administration including project management supervision in the fields of housing, community development, real estate, or a closely related field
  • Software skills including Microsoft Excel, Word, and Power Point
Desirable Qualifications
  • Two years or more of supervisory experience
  • 3 years’ experience working in federally funded programs and following regulations to maintain program compliance
  • 1 year experience working in the Housing Choice Voucher or other affordable housing/tenant-based rental assistance program
  • Experience engaging with marginalized communities, including BIPOC, first generation, LGBTQIA+, low income, and disabled communities
  • HCV Specialist and/or NSPIRE Inspection Certifications
  • Experience with residential property management and knowledge of landlord/tenant law
  • 2 years or more experience in a project or program management role
  • Experience with data management and retention
  • 1 year experience in project or program management role and/or of supervisory experience
  • Familiarity with software programs used by the HRA, particularly YARDI
  • Familiarity with HUD systems for HCV programs such as Employment Income Verification (EIV) and Voucher Management System (VMS)
  • Ability to speak a second language, in addition to English that has a recognized presence in the community. (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)
