Job Description: ASSISTANT FIRE/EMS CHIEF (This position will close on October 18th at 5 PM)

Under general direction of the Fire Chief, plans, coordinates schedules and supervises all activities, practices, procedures, and personnel assigned to the Operations Division. The Assistant Fire Chief may assume the duties of the Fire Chief in his absence, including authority for incident command at the scene of emergencies until relieved by the Fire Chief.

EXAMPLES OFWORK:

Communicate with the Fire Chief, subordinates, and other department employees in order to assign and coordinate required staffing and equipment to ensure appropriate response capabilities.

Evaluate performances and establish and maintain effective working relationships in the department.Coordinate the duties of all shifts at each fire station to assure efficient operation and effective communication.

Plans, organizes, evaluates, oversees and directs all fire related training of the department, including regularly scheduled drills and continuing education in order to maintain a high degree of proficiency for fire certifications as required by the State of Texas and the Department of State Health Services.

Participate in the formulation and execution of department policies, procedures, and operational guidelines. Study and standardize existing procedures to improve efficiency within the department.

Monitor the conduct and performance of fire suppression, rescue, and emergency medical personnel to ensure accuracy of records and reports, efficiency of operations, and compliance with department policies and procedures.

Analyze information, statistics, employee records and reports on department activities to determine fire service needs and resource availability.Evaluate existing programs to determine if the fire department needs are being met.

Coordinate operational personnel programs, including recruitment, assessment, selection, training, evaluation, and discipline. Monitor employee relations.

Ensure all responsibilities as directed by the City of Seguin Emergency Operations Plan are carried out effectively in accordance with local, county, regional, state, and federal mandates. Comply with all National Incident Management System (NIMS) training guidelines.

Prepare specifications for fire apparatus and equipment.

Assist Fire Chief in the preparation and maintenance of the operational budget.

Represent the department at meetings and conferences.

Direct the general maintenance, repair, improvement, and replacement of firefighting apparatus, equipment, and properties.

Conducts periodic (quarterly preferred) safety inspections of fire department equipment, safety clothing, supplies and facilities by written report of any unsafe or unacceptable conditions.

Responds as part of the command staff and reports directly to the incident commander during expanding emergency operations. May also be called upon to assume command at emergency scenes in certain situations.

Reports activities of importance in a timely manner to the Fire Chief that pertain to personnel issues, damage to equipment, or injury to personnel or the public.

Directs general maintenance, repair, and improvement of fire apparatus, equipment, and stations.

ACCEPTABLE EXPERIENCE AND TRAINING:

A bachelor's degree in fire science, public administration, management, or related field of study plus at least ten years of experience in a municipal fire department, with at least four years in command-level position involving budgeting, supervisory and public relations duties.

Certificates and Licences Required:

Advanced Firefighter, and Fire Instructor II certifications from the Texas Commission on Fire Protection (Master Firefighter certificate preferred); Emergency Medical Technician (EMT) certification (Paramedic certification preferred); and an appropriate Texas driver's license. Participation in the National Fire Academy's Executive Fire Officer Program and/or the Texas Fire Chief Academy is also preferred.
