Responsibilities

  • Enforce facility security policies in compliance with NISPOM (32 CFR Part 117).
  • Conduct and document required self-inspections, vulnerability assessments, and corrective action plans per DCSA guidelines; prepare and present findings to leadership.

  • Manage receipt, storage, transmission, and destruction of classified information; maintain accountability.

SPA is hiring an Assistant Facility Security Officer (AFSO) to help manage our National Industrial Security Program across our San Diego possessing facility and supporting branch offices. The AFSO supports the FSO and SPA Corporate Security in implementing and maintaining the organization's security program in accordance with 32 CFR Part 117 (NISPOM). You will own day-to-day security operations, ensure compliance with DCSA directives, and serve as an alternate point of contact to our Industrial Security Representative. This role operates under limited supervision and exercises independent judgment within established policy.

Responsibilities
Security Program Management and Compliance
  • Enforce facility security policies and procedures in compliance with NISPOM (32 CFR Part 117).
  • Conduct and document required self-inspections, vulnerability assessments, and corrective action plans in accordance with DCSA guidelines; prepare and present findings to leadership.
  • Ensure proper safeguarding and handling of classified materials, including storage, transmission, and destruction.
  • Support security operations across the Mission Valley possessing facility, the Liberty Station office, and SPA branch offices.
  • Prepare reports, incident notifications, and adverse information submissions required by government and internal policy.
  • Investigate and document security violations and infractions; recommend and track preventive and corrective actions.
  • Develop, implement, and maintain Standard Practice Procedures (SPPs) and local security plans.
  • Support the safeguarding and marking of Controlled Unclassified Information (CUI) in accordance with 32 CFR Part 2002 and applicable contract requirements.
  • Serve as the alternate point of contact with the DCSA Industrial Security Representative (ISR).
  • Coordinate and prepare for Security Vulnerability Assessments (SVA) and other local inspections.
Personnel Security
  • Process and maintain personnel security clearances via DISS.
  • Maintain records of cleared employees and manage reinvestigations and Rap Back requirements.
  • Maintain accurate records for initial, annual, special briefings, debriefings, and insider threat training.
  • Process visit requests, incoming and outgoing, and clearance verifications.
Classified Material Control & Information Security
  • Manage receipt, storage, transmission, and destruction of classified information, and maintain accountability of all classified holdings.
  • Serve as alternate custodian for incoming and outgoing classified material.
  • Ensure safeguarding standards are met, including proper use of GSA-approved containers, Access Control System (ACS), and Intrusion Detection Systems (IDS).
  • Manage container combinations and change schedules.
  • Maintain access control logs, courier authorizations, and destruction receipts.
Insider Threat & Self-Inspections
  • Support Insider Threat Program implementation and awareness activities.
  • Partner with Counterintelligence, HR, and Legal on reporting and response to potential risk indicators.
Classified Contract Support
  • Draft, review, and track DD Form 254s, including flow-down to subcontractors, and classified contract requirements.
  • Coordinate with Program Managers to ensure facility and personnel security requirements align with contract deliverables.
Physical and Industrial Security
  • Manage physical access controls, alarm systems, and visitor control procedures for classified spaces.
  • Coordinate with IT to ensure security integrity of classified processing environments.
  • Support Open Storage Area operations in accordance with applicable directives.
  • Coordinate with facility maintenance and security vendors on IDS and secure area issues.
  • Manage alarm response protocols and ensure compliance with UL 2050 standards; respond to alarms as necessary.
Security Education Training and Awareness
  • Provide continuous training and guidance on local procedures, OPSEC, Communications Security (COMSEC), and general security awareness.
  • Brief and debrief personnel; provide guidance and training to less experienced security staff.
  • Maintain training records and ensure compliance with annual and caveat training requirements.
Who You’ll Work With

Program Management, Classified IT, Classified Networks, Insider Threat and Counterintelligence, Physical Security, HR and Legal - plus SPA Corporate Security and our DCSA ISR.

Qualifications
Required Qualifications:

This is a fully onsite role with no remote or hybrid options at this time. Must be willing to work onsite in the office, Monday through Friday (5 days a week).

  • Bachelor's degree in a related discipline and 5+ years of industrial security experience, or equivalent experience in lieu of a degree.
  • Consistent track record of Superior and Commendable SVA ratings for a possessing facility.
  • Completion of the CDSE FSO Program Management for Possessing Facilities curriculum (IS030.CU).
  • Proficiency with DISS, NISS, SWFT, NCCS, SIMS and other security related systems.
  • In-depth understanding of the NISP, 32 CFR Part 117 (NISPOM), Insider Threat Program requirements, and industrial security best practices.
  • Familiarity with SCIF and SAPF requirements (ICD 705).
  • Strong organizational and communication skills, sound judgment with sensitive information, and the ability to work independently and as part of a team.
  • Active member in a security association.
  • A minimum of an active Top Secret clearance is required; TS/SCI is strongly preferred.
  • Demonstrated ability to thrive in high-volume, deadline-driven environments.
