Job description

General Purpose:

Under general direction from the Director of Development Services, the Assistant Director plans, organizes, manages, and directs the City's building inspection and supports code enforcement activities. This position is responsible for administering and enforcing adopted construction codes and ordinances, overseeing inspection operations, and ensuring safe and compliant development throughout the City. This position will also be responsible for supervision of inspection staff and coordinates with internal departments, contractors, and the public to support efficient and effective development services.

Supervision Exercised:

Directly Supervises the Permit Technicians and oversees third-party building inspection and plan review consultants and other administrative staff.

  • Serves as the City's designated Building Official and implements the adopted international codes and related local amendments.
  • Responds to inquiries and resolves issues related to permitting, inspections, code interpretation, and development processes.
  • Serve as support staff to Planning and Zoning Commission and Board of Adjustments, preparing agendas, public notices, and meeting packets for boards as required.
  • Provides direct assistance to the public and other city departments regarding permit process for project submittals.
  • Oversight interpretation and supervision of the building inspectors regarding inspection practices, training, and International Code Council (ICC) interpretations.
  • Administers, interprets, and enforces all adopted building and construction coeds, ordinances, and regulations.
  • Exercises independent judgment and discretion in interpreting codes, reviewing plans, and determining compliance with applicable regulations.
  • Develops, implements, and modifies departmental policies, procedures, and operational standards for permitting and inspection activities.
  • Plans, organizes, trains, and directs the daily operations of the building inspection division and related staff with minimal supervision.
  • Assists with filling vacancies, evaluating performance, recommending and administering disciplinary action as needed.
  • Reviews and approves residential and commercial construction plans for compliance with applicable codes and ordinances.
  • Conducts complex inspections and investigations involving difficult code interpretations or high-risk construction projects.
  • Determines appropriate enforcement actions, including issuing stop-work orders, notices of violation, and citations based on professional judgment and regulatory requirements.
  • Provides authoritative guidance and interpretation of codes to contractors, developers, engineers, architects, and the public.
  • Investigates complaints and resolves disputes related to building code compliance and construction practices.
  • Coordinates with Engineering, Planning, Fire, and Public Works to ensure consistent and efficient development review and inspection processes.
  • Assist in the development and revision of ordinances and long-range planning efforts related to construction and development.
  • Prepares reports, maintains records, and ensures accuracy and completeness of inspection and permitting documentation.
  • Participates in budget preparation and monitors department expenditures.
  • Ensures staff compliance with required certifications, training, and safety standards.
  • Performs other duties as assigned.
Minimum Qualifications:
  1. 1. Education and Experience
  2. a. A Bachelors Degree in a construction or engineering related field from an accredited college or university.
  3. b. Five (5) to seven (7) years of experience in a municipal or commercial setting performing building inspection or code functions.
  4. c. Two (2) to three (3) years of supervisory experience.
  5. OR
  6. d. Any combination of education and experience which would provide the necessary knowledge, skills, and abilities required to perform the job.
  7. 2. Current International Code Council (ICC) Building Official Certification or the ability to obtain within eighteen (18) months from the date of hire.
  8. 3. Texas State Licensed Plumbing Inspector.
  9. 4. International Code Council (ICC) Plans Examiner.
  10. 5. Valid Class C Texas Driver's License.
  11. 6. Ability to successfully complete a background check and pre-employment drug screening.
Knowledge, Skills, and Abilities:
  • Knowledge of Federal, State, Regional, and City Zoning, Subdivision, and Comprehensive Planning regulations, ordinances, and codes.
  • Knowledge of database development, maintenance, and retrieval of geographical information system utilization for layer mapping.
  • Ability to implement and enforce regulations, ordinances, and codes.
  • Ability to research techniques and provide assistance for cases and assignments.
  • Ability to work independently or in a team environment as needed.
  • Ability to work on several projects or issues simultaneously.
