Job summary

City of Murfreesboro is seeking an experienced civil engineer to supervise the Engineering division, ensure regulatory compliance, and support water treatment and wastewater facilities. You will lead capital projects, coordinate with city officials, and manage contractor relationships.

Applicants should hold a PE license, have at least six years in water engineering, and be capable of directing complex infrastructure programs within a municipal setting.

Responsibilities

  • Oversees the Engineering Department and manages Capital Improvement Projects, including funding and invoicing.
  • Coordinates with development community on water/sewer capacity and related site plan reviews.
  • Manages sewer rehabilitation projects, contracts, and construction of mainlines and manholes.
  • Prepares water/sewer service drawings and collaborates with design consultants on relocations.

Job description

This position is considered a Safety-Sensitive position. Applicants who pass the interview process will be subject to drug and alcohol testing.

The purpose of this class within the organization is to oversee, manage, and support overall operation of the Engineering division as well as Operation & Maintenance, Water Resource Recovery Facility and Water Treatment Plant as it relates to Regulatory Compliance within the Water Department.

Essential Functions:

Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business.

This class formulates long-range goals for the organization, develops policy and position papers and negotiates with the director, city administrators and/or elected officials. Manage department Capital Improvement Projects by answering construction questions, processing invoices and change orders, attending meetings, and organizing Funding Agency documents.

Oversees and manages Engineering Department; meets with development community regarding water/sewer capacity, water/sewer mainline extensions, and site plan reviews; revises policies & procedures and standard construction specifications; assigns and support department Inspectors. Creates sewer rehabilitation projects and manage the contracts and construction of the sewer mainline and manhole rehabilitation program; coordinates Operations and Maintenance; documents work and oversees the entry of all as-built info into GIS.

Supports operations & maintenance, wastewater treatment and water treatment plants. Prepares water/sewer service and mainline replacement/extension drawings and invitations to bid. Confers with engineering design consultants hired by the Department to design water/sewer/repurified water relocations in conjunction with City roadway reconstruction projects.

Reviews and manages both City and TDOT Roadway Improvement projects for the Department for conflicts between existing and proposed infrastructure, makes recommendations for infrastructure replacements and coordinates these conflicts and recommendations with the project engineers. Manages Engineering staff; provides guidance; handles disciplinary actions; maintains personnel records; conducts evaluations; maintains proper staffing; approves time off.

Manages the sewer flow monitoring contract applies data provided to determine sewer rehabilitation target areas. Manages outside contract for cleaning & televising of sewer mains to compliment the Operations & Maintenance Department daily cleaning & inspections. Gathers data, creates and implement private sewer lateral repair/replacement projects for Operations & Maintenance.

Additional Duties:

Performs other work as assigned.

Physical Demands:

Performs sedentary work that involves walking or standing some of the time and involves sustained keyboard operations.

Minimum Education and Experience Requirements:

Requires a bachelor's degree in civil engineering, water resources engineering, environmental science or closely related field. Requires six (6) years of progressively responsible experience within a water engineering department.

Special Certifications and Licenses:

Requires a Professional Engineer (PE) license.
