Job summary

City of Lawrence is seeking a committed Assistant Municipal Services and Operations Director to lead the CMED division, oversee capital delivery, infrastructure planning, and project execution, and coordinate with citizens, the City Manager’s Office, and other departments.

The role requires a civil engineering background, supervisory experience, and the ability to develop division goals, manage budgets, and present complex reports to City leadership.

Qualifications

  • Bachelor’s degree in civil engineering required.
  • Six (6) years of professional civil engineering experience with two (2) years of supervisory responsibility.

Responsibilities

  • Manage divisions within Municipal Services and Operations (engineering, construction, fiber/ROW, ADA, transportation planning, asset management, GIS).
  • Lead development and execution of the City’s Capital Improvement Program.
  • Oversee delivery of complex capital projects respecting scope, schedule, and budget.
  • Provide executive oversight for engineering standards, design review, and construction quality assurance.
  • Coordinate with City leadership, other departments, and external agencies; prepare reports and presentations.

Job description

SUMMARY:

The City of Lawrence is looking for a committed and compassionate individual to join our Municipal Services and Operations team. Are you interested in engaging projects, leading a dynamic group of engineering and technical staff, and making a positive impact on the City of Lawrence?


The Assistant Municipal Services and Operations Director manages, supervises and coordinates the programs, projects, and activities within the Construction Management, Engineering, and Development (CMED) division, including the capital delivery, infrastructure planning, and project execution functions. Responsible for resolving highly sensitive issues with citizens, the City Manager’s Office, governing body, and other departments; coordinates assigned activities with other departments, divisions and outside agencies; and provides highly responsible and complex support to the MSO Director and City Manager’s Office.


ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Manage divisions, services, and programs within Municipal Services and Operations as assigned, including oversight of engineering, construction, fiber/ROW, ADA, transportation planning, asset management, and GIS.

  • Lead development and execution of the City’s Capital Improvement Program, ensuring projects align with regulatory requirements, risk, and sustainability.

  • Oversee delivery of complex capital projects, ensuring adherence to scope, schedule, budget, and operational requirements.

  • Continuously evaluate and improve project delivery and management systems for greater efficiency.

  • Participate in procurement processes, including RFQ/RFP preparation, consultant selection, contract negotiation, and administration.

  • Provide executive oversight for engineering standards, design review, and construction quality assurance.

  • Advise on infrastructure investment strategies, capital programming, and policy decisions with the Capital Improvement Committee and other parties as requested.

  • Serve as a liaison for projects and programs, focusing on infrastructure investment strategies within the MSO Division.

  • Prepare and present reports, presentations, and technical documentation for City leadership and governing body review.

  • Resolve complex infrastructure-related issues, including public concerns and interagency coordination. Ensure compliance with engineering standards, safety, environmental regulations, and City policies.

  • Develop and implement division goals, objectives, policies, and priorities; allocate resources and assist in strategic planning in coordination with the Director.

  • Design and implement solutions for complex organizational and operational problems.

  • Develop a skilled workforce through staff planning, recruitment, coaching, and training.

  • Lead multidisciplinary teams, assign priorities, monitor workflow, and evaluate performance.

  • Manage department budgets, forecast needs, monitor expenditures, and implement adjustments.

  • Serve as liaison with other departments, agencies, associations, and community groups; negotiate and resolve significant issues.

  • Coordinates and collaborates with internal divisions within MSO to improve efficiencies and effectiveness of asset management.

  • Represent the City and department with Federal and State agencies regarding infrastructure funding and compliance as directed by the MSO Director.

  • Provide support to the MSO Director, prepare reports and correspondence, and respond to citizen inquiries and complaints.

  • Participate in professional meetings and stay current with industry trends and innovations.


EDUCATION, EXPERIENCE AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


Education

Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a related engineering field required. Relevant graduate coursework and/or Master’s degree preferred.


Experience

Six (6) years of increasingly responsible professional civil engineering experience including two (2) years of administrative and supervisory responsibility.


ADDITIONAL REQUIREMENTS:

The successful candidate must pass a background check, post-offer physical, and drug screen. The candidate must also possess a valid Commercial Driver’s License.
