Job summary

Job Description

The purpose of this classification is to assist in the direction, planning and oversight of operations and staff involved in maintenance of roadways/drainage systems and construction activities for the Consolidated Government. Reports to the Director and works with other departments Director/Assistant Directors, the public, real estate developers, attorneys, contractors, and federal, state, and local officials.

• Plans work and sets priorities, estimates cost for infrastructure maintenance projects, monitor new maintenance projects, and manages on-call contractors.
• Manages daily operations, prepares short and long range infrastructure maintenance plans, and forecast maintenance operations.
• Directs the overall planning, operation, supervising, and administration of the maintenance division.
• Assists the Department Finance Assistant Director and Department Director in budget preparation and accounting for all revenue, expenditures, capital and equipment needs for the maintenance division.
• Performs and coordinates personnel administration for the division including interviewing, hiring, training, and counseling evaluating.
• Serves as liaison between the Director and outside organizations and agencies concerning infrastructure maintenance matters.
• Performs other duties of a similar nature or level.

Education: High school diploma or GED required. A bachelor’s degree in Engineering, Construction, or a related field is preferred.

Experience: Fifteen (15) years of progressively responsible experience in infrastructure maintenance operations and construction. Candidates with a bachelor’s degree in engineering, Construction, or a related field may qualify with five (5) years of relevant experience in maintenance and construction.

Certification/Licensing:

• Possession of a valid driver’s license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment .
• Possess or have ability to obtain Georgia E&S Level 1B Certification with 120 days of employment.

Knowledge/Skills/Abilities:

• Considerable knowledge of principles and practices of surveying, construction and maintenance procedures.
• Familiarity with stormwater, street, roadway, and bridge maintenance operation.
• Proficiency in management, supervision, and communication.
• Mastery of interpreting local, state, and federal codes, acts and policies, concerning street/roadway and stormwater.
• Good communication skills, both oral and written.
• Demonstrated ability to work independently and to supervise others; development and implementation of career ladders
• Travel from office to other locations may be required on a regular basis
