SmartRecruiters, Inc. in Oakland, CA is seeking an Assistant Corporate Regulatory Reporting Manager to support day-to-day regulatory reporting for the Bank's reporting department. You will manage production activities, ensuring infrastructure can address pending regulations and be enhanced in a controlled, timely fashion.

The role covers required reports for the Holding Company and may assist with other financial reports and department projects as needed.

Qualifications

  • Bachelor's Degree in Finance or related field required.
  • 7+ years of accounting and financial reporting experience.
  • 2+ years in a managerial position.

Responsibilities

  • Manages the preparation of regulatory reports (Call Report, FR-Y9C).
  • Oversees production planning, scheduling, review, and filing.
  • Supervises indirectly the reporting team; potential direct supervision.
  • Ensures compliance with new regulatory standards in an efficient way.
  • Leads efforts to respond to regulator inquiries and inquiries.
  • Drives process improvement and automation for regulatory reporting.
  • Maintains controls and change management for impacted areas.
  • Reviews control infrastructure with stakeholders and internal controls.

Assistant Corporate Regulatory Reporting Manager - Financial Services


  • Full-time

  • Responsible for assisting with managing the day-to-day reporting responsibilities of the Bank's Regulatory Reporting department.


  • In addition to; will be responsible for managing production activities for current efforts, but partnering with the Department Manager to ensure the production infrastructure is capable of addressing pending regulations and has been enhanced in a controlled, timely fashion.


  • The scope of responsibilities extends to select required reports for the Holding Company.


  • Depending on resource needs, the position may assist with other financial reports and\/or special department projects.



Essential Job Functions


  • Manages the preparation of the Bank’s regulatory reports, including but not limited to the Call Report & FR-Y9C. Includes planning for all aspects of production, including schedule assignments, review processes, and schedule filing.

  • Supervises employees indirectly through management of reporting process. Potential for direct supervision, including selection, training and development and performance management.

  • Sets performance standards as they relate to Regulatory Reporting implementation as well as high quality and efficient reporting processes. Ensures compliance with new standards (e.g., new Regulatory reporting requirements) in an efficient and scalable manner.

  • Leads and\/or partners with others on efforts to respond to Regulator inquiries.

  • Participate in process improvement and automation efforts to enhance the Bank's Regulatory Reporting process. Partner with Corporate Regulatory Reporting Manager, business subject matter experts, other analysts and developers to ensure requirements are captured appropriately and solutions implemented adequately address the business needs.

  • Maintains understanding of pending regulatory rule and legislation, with an eye toward understanding the likely impacts to reporting processes

  • Assess, develop and maintain proper controls, documentation, and change management approach for impacted areas.

  • Active review of the control infrastructure associated with the regulatory reporting production process. Partners with stakeholders "upstream" of the process and the Corporate Internal Controls team to ensure appropriate controls are in place for inputs to the regulatory reports.


Required Education or Equivalent Experience


  • Bachelor's Degree in Finance or related field required

  • Master's/Advanced Degree in Accounting, Finance, or related discipline preferred

  • Required license(s) or certifications CPA preferred

  • Required Experience

  • 7 or more years of accounting and financial reporting experience

  • 2+ years of experience working in a managerial position

  • Alternative: Combination of education and experience (years /description) 9+


Administrative/Technical Skills/ Other Information


  • Strong knowledge of US GAAP and Regulatory Reporting concepts and practices

  • Strong understanding of Banking, Accounting, and Finance-related processes and concepts

  • Experience managing and building enterprise wide processes impacting the organization

  • Must possess strong written and verbal communication skills for training / education efforts, executive and line interaction, and methodology documentation.

  • Ability to prioritize workload to meet deadlines and handle pressure

  • Ability to work independently and complete projects with minimal supervision
