Description

General Summary

Under the direction of the CMM, coordinates and facilitates all phases of the operation and maintenance work effort, including providing operations management support and service order management support. This position is also dual-hatted as the Quality Control Manager, providing all necessary management and leadership to maintain and implement the Quality Control Plan.

Essential Duties and Responsibilities

  • Coordinates and facilitates all phases of the maintenance work effort.
  • Assigns work and tracks daily workload and productivity.
  • Reviews work schedules and ensures proper schedule coverage for planned work.
  • Supports the CMM in preparing and submitting status updates for repairs and preventive maintenance efforts.
  • Attends management meetings with the customer and provides relevant input.
  • Reviews inventory of materials, tools, and equipment.
  • Supports the Site Safety and Health Officer in ensuring compliance with OSHA regulations.
  • Supports the CMM in Service Order management.
  • Reviews service order quotes or plans to determine project time frame and funding limitations.
  • Establishes work plans and staffing requirements for projects.
  • Leads preconstruction and project coordination meetings.
  • Develops market research for invitations to bid and recommends contract awards.
  • Conducts price negotiations with contractors.
  • Directs and coordinates project personnel activities.
  • Develops and maintains project status reports.
  • Modifies project schedules and plans as required.
  • Provides technical advice and resolves issues throughout the project duration.
  • Coordinates with USAG base authorities for permitting and documentation.
  • Provides technical guidance to assist Facilities Management.
  • Responsible for overall quality assurance program.
  • Monitors and inspects delivery orders for compliance.
  • Maintains records of inspections and certifications.
  • Prepares monthly reports on quality inspections.
  • Reviews the quality control program for compliance.
  • Examines processes for preventative and corrective maintenance.
  • Performs inspections and re-inspections.
  • Collects data for the DMLSS system.
  • Fills in for the CMM during temporary absences.
  • Performs other duties as assigned.

Knowledge, Experience and Skill Requirements

  • Strong written and oral communication skills in English.
  • Advanced knowledge of medical research facility repair, construction, and facilities management.
  • A minimum of two (2) years of experience in quality control evaluation and reporting.
  • Experience with federal government design and construction management policies.
  • Familiarity with applicable codes and standards.
  • Knowledge of OSHA safety regulations and PPE procedures.
  • 1-3 years of experience in health care or medical research construction project management preferred.

Licenses, Education and Certification

  • High School Diploma required; Bachelor’s Degree preferred.
  • ASHE CHFM and Project Management Professional (PMP) preferred.
  • A valid driver’s license with a good driving record is required.
  • Working knowledge of standard Microsoft programs is required.
  • Ability to work indoors and outdoors, and wear protective clothing when necessary.
  • Must be able to pass a background check and obtain Security Clearance.

Salary and Benefits

The base salary range for this position is $90,000 to $100,000. This position may also be eligible for competitive benefits including medical, well-being, financial planning, and short-term incentives.
