Hours: Full-Time Position – 35 Hours

The Department of Design and Construction is seeking a Risk Manager to identify, assess, and mitigate risks in DDC’s extensive project portfolio. DDC manages over 450 active projects in horizontal and vertical construction, ranging from less than $10M to over $1B. The portfolio faces increasing complexity due to aging infrastructure, security needs, resiliency mandates, and projects across all five boroughs. DDC utilizes new tools like design-build, CM-Build, and progressive design-build, and is authorized to use CIPs, including Owners and Contractors, which require tailored bonding and insurance requirements. The Risk Manager will evaluate these requirements and ensure industry best practices are incorporated within the public sector context. The role reports to the Deputy Commissioner for Finance & Procurement and advises DDC’s General Counsel and the Commissioner.

Responsibilities

The Construction Risk Manager assists with the overall management of a comprehensive risk management program, focusing on risk identification, transfer, and retention. Coordinates with operations/project management to implement policies that safeguard DDC’s assets and minimize liabilities. Major duties include:

  1. Identify, quantify, analyze, mitigate, and manage project, schedule, and resource risks.
  2. Produce timely risk reports to communicate threat and opportunity statuses.
  3. Collaborate with external agencies on CIP policies and plans.
  4. Manage project constraints and document risks.
  5. Identify trends, develop strategies, and recommend solutions.
  6. Analyze risks and mitigation opportunities, ensuring coordination with operational groups.
  7. Manage risk across multiple projects end-to-end.
  8. Conduct regular risk reviews, analyze, determine responses, and monitor risk profiles.
  9. Integrate risk management into procurement and contract administration.
  10. Assess and provide feedback on contractors and subcontractors prequalification.

Minimum Qualifications
  • Master’s degree in relevant fields and two years of professional experience, including 18 months in a supervisory role, or
  • Baccalaureate degree and four years of relevant experience, including supervisory experience, or
  • Associate degree and six years of relevant experience, including supervisory experience, or
  • High school diploma and eight years of relevant experience, including supervisory experience, or
  • Equivalent education and experience, with specific credit substitutions allowed.
